Росія гальмує роботу СММ ОБСЄ через обмеження руху на Донбасі і недопуск в Крим – Ґілмор
Росія перешкоджає роботі ОБСЄ в Україні і не пускає спостерігачів до анексованого Росією Криму. Про це, як передає «Голос Америки», заявив у Відні очільник місії США при ОБСЄ Джеймс Ґілмор ІІІ.
«Росія гальмує роботу Спеціальної моніторингової місії, відмовляючи в доступі до Криму і обмежуючи рух спостерігачів у зоні роботи місії», – сказав Ґілмор.
Він закликав Росію вплинути на бойовиків на сході України, і «припинити перешкоджання роботі спостерігачів місії».
«Це дозволило б Росії виконати зобов’язання, які вона взяла на себе у Мінських угодах, і які ще раз повторила на саміті «нормандської четвірки у грудні… Вкрай важливо, щоб Росія та її маріонетки припинили свою тактику затримування в Тристоронній контактній групі. Не слід забувати, що Росія та її маріонетки захопили Донецький аеропорт, Дебальцеве та інші стратегічні місця вже після підписання Мінського протоколу 5 вересня 2014 року та Меморандуму про взаєморозуміння щодо створення зон безпеки від 19 вересня 2014 року», – додав Ґілмор.
Очільник місії США при ОБСЄ висловив жаль, що «російський народ підтримує і прощає цей акт агресії проти сусідньої держави».
Спеціальна моніторингова місія ОБСЄ в Україні почала свою роботу 21 березня 2014 року на підставі запиту від уряду України до ОБСЄ і консенсусного рішення всіх 57 країн-учасниць ОБСЄ.
Офіційний Київ неодноразово наполягав на тому, що місія має мати доступ і до анексованого Росією Криму. У ОБСЄ пояснювали, що для того, аби спостерігачі СММ ОБСЄ могли працювати в анексованому Росією Криму, необхідний консенсус серед усіх країн-учасниць організації, в тому числі Росії, а такого консенсусу немає.
Збройний конфлікт на Донбасі триває від 2014 року після російської окупації Криму. Україна і Захід звинувачують Росію у збройній підтримці бойовиків. Кремль відкидає ці звинувачення і заявляє, що на Донбасі можуть перебувати хіба що російські «добровольці». Захоплення українського Криму Москва називає «відновленням історичної справедливості».

Alleged Rape of US Women Roils Spanish Politics
The alleged rape of three American women by Afghan migrants is prompting a public examination of Spain’s legal system, with media commentators and politicians debating the veracity of the charges and the competency of Spanish authorities to handle the case appropriately.The Spanish press has delved into intimate details of the case, including speculation that the women – three sisters from the Midwestern state of Ohio aged 18, 20 and 23 — contrived the sexual assault to claim on their travel insurance. У Дніпрі через епідемію грипу дезінфікують транспорт, водіїв зобов’язали вдягати маски
У Дніпрі через погіршення епідемічної ситуації з поширенням ГРВІ і грипу маршрутки розпочали посилено обробляти дезінфікуючими розчинами. Інформацію про це Радіо Свобода підтвердив фахівець сектору контролю департаменту транспорту мерії Дніпра Іван Васючков.
Це – рішення міської комісії з техногенної безпеки і надзвичайних ситуацій.
Салони транспортних засобів обробляють раз на добу, а також у міжрейсовий час. Після дезінфекції витримують 15 хвилин провітрювання.
Як повідомив посадовець мерії, ці заходи мають упередити поширення грипу та ГРВІ в місті.
За його даними, водіїв маршруток та тролейбусів також зобов’язали вдягати захисні маски. Їх мають закупити й видавати водіям їхні підприємства.
Заходи з посиленої дезінфекції проводять і в трамваях та тролейбусах.
Вони триватимуть до 19 лютого.
Наразі в Дніпрі до 17 січня триває карантин у школах. Дитсадки працюють, але в «особливому режимі»: дітей щодня оглядають медики, тим, хто захворів, рекомендують звернутись до лікаря.

Europe’s Rights Body Decries Assault in Russia’s Chechnya
The European commissioner for human rights urged Moscow Friday to investigate a violent assault on a journalist and a lawyer in Russia’s province of Chechnya.Elena Milashina, from the independent Novaya Gazeta, said she and Marina Dubrovina, a lawyer accompanying her on a trip to Chechnya, were pushed and beaten by a dozen people in the lobby of their hotel late Thursday. Milashina long has exposed human rights violations in Chechnya.The regional branch of Russia’s Interior Ministry in Chechnya said it was looking into the incident.The Kremlin has relied on Chechnya’s leader Ramzan Kadyrov to keep the North Caucasus region stable after two devastating separatist wars. International rights groups have accused Kadyrov’s feared security forces of extrajudicial killings, torture and abductions of dissenters.The Council of Europe’s Commissioner for Human Rights, Dunja Mijatović on Friday condemned the assault on the journalist and the lawyer as “the latest of a series of worrying attacks on human rights defenders and critics” in Chechnya.Mijatović noted that “ the climate of hostility against independent civil society activists, human rights defenders, lawyers and journalists in Chechnya is often fomented by virulent and threatening speech of political leaders, including at the highest levels” of the regional leadership.She urged the Russian authorities to “urgently reverse this unacceptable situation and uphold their obligations to ensure that human rights defenders can work safely and freely.” Mijatović emphasized that those responsible for the assault must be punished.

Зеленський в Італії порушив питання про повернення нацгвардійця Марківа
Президент України Володимир Зеленський під час зустрічі в Римі з прем’єр-міністром Італії Джузеппе Конте обговорив, зокрема, питання повернення в Україну нацгвардійця Віталія Марківа, повідомляє офіс президента.
«Розумію, що прем’єр-міністр не може впливати на італійський суд. Але я показав детально, що там відбулося, на якій відстані він був від місця убивства. І що ми повинні забрати хлопця», – повідомив Зеленський.
За даними ОПУ, Зеленський також обговорив з Конте загальнополітичні питання, зокрема закриття «офісів» угруповань «ДНР» та «ЛНР» в Італії.
«Я звернувся до прем’єр-міністра з тим, щоб були закриті незаконні офіси «ДНР» та «ЛНР», які відкрилися у кількох містах Італії», – сказав Зеленський.
У липні минулого року італійський суд засудив нацгвардійця Віталія Марківа до 24 років в’язниці, визнавши його «активним співучасником умисного убивства» італійського фотографа Адреа Рокеллі під час бойових дій на Донбасі в 2014 році.
За даними Офісу президента України, розгляд апеляції на вирок очікується навесні 2020 року.
Міністр внутрішніх справ України Арсен Аваков назвав вирок несправедливим.
Захист Марківа назвав вирок «політичним».
Верховна Рада України 17 січня схвалила заяву, якою закликала президента і парламент Італії «в рамках своїх повноважень» забезпечити прозорість, об’єктивність і неупередженість апеляційного провадження стосовно засудженого в Італії військовослужбовця Національної гвардії України Віталія Марківа.
Президент Володимир Зеленський доручив МЗС і ГПУ «докласти максимум зусиль» для повернення Марківа.

ДБР повідомило про підозру експрикордонникам через видворення Саакашвілі до Польщі у 2018 році
Слідчі Державного бюро розслідувань після обшуків на Одещині і в Києві повідомили про підозру в перевищенні влади або службових повноважень колишнім керівникам підрозділів Державної прикордонної служби України.
«Слідством встановлено, що колишній керівник Департаменту оперативної діяльності адміністрації Державної прикордонної служби України і окремого відділу адміністрації Державної прикордонної служби України, організували незаконне затримання Міхеїла Саакашвілі і його переміщення до Республіки Польща у лютому 2018 року», – йдеться в повідомленні ДБР.
У разі доведення вини підозрюваним загрожує покарання у вигляді позбавлення волі на строк від 3 до 8 років з позбавленням права обіймати певні посади чи займатися певною діяльністю на строк до 3 років.
Наприкінці липня 2017 року президент України Петро Порошенко підписав указ про припинення громадянства України Міхеїла Саакашвілі, за повідомленнями, через свідоме подання неправдивих відомостей при набутті українського громадянства. Саакашвілі 10 вересня 2017 року потрапив на територію України, не пройшовши прикордонного контролю.
12 лютого 2018 року Міхеїла Саакашвілі затримали в одному з ресторанів у центрі Києва, а згодом Державна прикордонна служба і Державна міграційна служба України заявили, що за процедурою реадмісії його повернули до Польщі – країни, звідки він у вересні 2017 року «прибув, порушуючи українське законодавство». Із Польщі Саакашвілі поїхав до Нідерландів.
19 листопада 2019 року Верховний суд визнав законною реадмісію Саакашвілі до Польщі.
Колишній президент Грузії та ексголова Одеської обласної державної адміністрації Міхеїл Саакашвілі 29 травня 2019 року повернувся в Україну, де він не був з лютого 2018-го (коли був видворений з країни). 28 травня президент України Володимир Зеленський повернув Саакашвілі українське громадянство, яке той втратив у липні 2017 року, що було зафіксовано указом тодішнього президента Петра Порошенка.

Prince Andrew’s Daughter Princess Beatrice to Marry in May
Britain is set for another royal wedding. Buckingham Palace announced Friday that Queen Elizabeth II’s granddaughter Princess Beatrice will marry in London on May 29.The palace says 31-year-old Beatrice and Edoardo Mapelli Mozzi, 37, will wed in the Chapel Royal of St. James’s Palace. The chapel was the location for the wedding of Beatrice’s great-great-great-great grandmother Queen Victoria to Prince Albert in 1840.The queen will host a reception afterwards at Buckingham Palace.
Beatrice, the elder daughter of Prince Andrew and his ex-wife Sarah Ferguson, announced her engagement to real estate entrepreneur Mozzi last year. He is a Briton descended from a noble Italian family.The father of the bride quit public royal duties in November amid an outcry over his friendship with the convicted U.S. sex offender Jeffrey Epstein, who died in August.An American woman, Virginia Roberts Giuffre, says she had several sexual encounters with the prince at Epstein’s behest, starting when she was 17. Шокін сподівається, що суд відновить його на посаді генпрокурора
Колишній генеральний прокурор Віктор Шокін сподівається, що суд відновить його на посаді генпрокурора. Про це він сказав в інтерв’ю Українським новинам.
«Якщо Європейський суд ухвалить таке рішення і коли він ухвалить, то думаю, що я повинен це зробити. Згідно із законом, Україна повинна виконувати всі рішення ЄСПЛ», – сказав він.
При цьому Шокін не зміг оцінити свої шанси на поновлення на посаді.
«Не знаю. Я чекаю суд. Ті суди, які були в Україні, – і сміх і гріх. Застереження одне – нібито пропущені строки давності, але це повна маячня. Вони (рішення суду) на 100% були спроєктовані, навіть знаю ким. Усі один в один. Але суд повинен розібратися, розглянувши мою заяву по суті, саме по суті. Якщо я правий, то, будь ласка, відновіть мене. Адже закон повинен бути один для всіх», – заявив він.
Минулого місяця колишній генеральний прокурор в інтерв’ю ТСН заявив про те, що його отруїли і не виключив причетності до цього колишнього віцепрезидента США Джо Байдена.
Віктор Шокін був генеральним прокурором України у 2015-2016 роках. У березні 2016 року Верховна Рада схвалила звільнення Шокіна, 3 квітня президент Порошенко звільнив його з посади генпрокурора.
У вересні 2019 року Віктор Шокін попросив Верховний суд поновити його на посаді генерального прокурора. Наступного місяця Касаційна адміністративна палата Верховного суду відмовила Шокіну у відновленні на посаді.
Шокін також звернувся до Європейського суду з прав людини з позовом про визнання незаконним його звільнення з посади генпрокурора.

Народну депутатку Федину повторно викликають у ДБР
Народну депутатку України Софію Федину повторно викликають у Державне бюро розслідування, щоб вручити підозру. Про це повідомили у пресслужбі Офісу генерального прокурора.
У ОГП заявили, що Федина не прийшла для вручення підозри 6 лютого, тому повторно її викликали на 12 лютого.
«Оскільки народний депутат України Софія Федина 6 лютого 2020 року не з’явилась за викликом та не повідомила про поважні причини неприбуття, вона повторно викликається слідчим Державного бюро розслідувань за дорученням Генерального прокурора на 11 год. 12 лютого 2020 року для проведення процесуальної дії – вручення письмового повідомлення про підозру», – мовиться у повідомленні.
Раніше повідомлялося, що ДБР 6 лютого викликає депутатку Верховної Ради з фракції «Європейська солідарність» Софію Федину «для проведення процесуальної дії – вручення письмового повідомлення про підозру».
Сама Федина з цього приводу у фейсбуці 5 лютого написала таке: «Чому так важливо саме завтра, 6 лютого, показово вручати підозру мені та Маруся Звіробій? Бо так переживають за презедента? Ні. Завтра (6 лютого – ред.) має бути голосування по землі, і вони всіма можливими способами намагаються відволікти увагу небайдужої спільноти від спроб тотального дерибану землі сільськогосподарського призначення».
28 листопада 2019 року співробітники Державного бюро розслідувань прийшли з обшуком до квартири Олени Біленької, яка відома як блогерка Маруся Звіробій.
За два дні до того, ДБР скерувало до Генпрокуратури проєкт підозри народній депутатці від «Європейської солідарності» Софії Федині та Марусі Звіробій. На думку слідства, 26 жовтня 2019 року Федина та Звіробій висловлювали погрози вбивством, адресовані президенту Володимиру Зеленському. Обидві підрозрювані відкидають звинувачення.

Russia Blacklists More Than 200 Jehovah’s Witnesses
Russian authorities have added more than 200 Jehovah’s Witnesses to a register of extremists and terrorists, the organization said in a statement Friday.The latest move in a crackdown on the religious group effectively cuts the believers off from the country’s financial system, because being on list leads to one’s bank accounts being frozen and to severe restrictions on any financial transactions.Russia officially banned Jehovah’s Witnesses in 2017 and declared the group an extremist organization. The Kremlin has actively used vaguely worded extremism laws to crack down on opposition activists and religious minorities.Since then, hundreds of members have been subjected to raids, arrests and prosecution. Twenty-four members of the organization have been convicted, nine of whom have been sentenced to prison, and more than 300 people are currently under criminal investigation.Most of the blacklisted believers have not been convicted yet but are under investigation, the Jehovah’s Witnesses said.Jarrod Lopes, a spokesman for the Jehovah’s Witnesses world headquarters in the United States, said Friday that Russian authorities are “vilifying Jehovah’s Witnesses, crippling them from caring for their basic needs.”“Clearly, Russia has effectively reinstated its darkest period of history by relentlessly persecuting Jehovah’s Witnesses, as did its intolerant Soviet predecessors,” Lopes said.Thousands on registerThe register, available on the website of Rosfinmonitoring, Russia’s financial intelligence agency, currently contains more than 9,500 names. It doesn’t state a person’s affiliation with an organization. До заарештованого в окупованому Сімферополі активіста Приходька не пускають священика – адвокат
Заарештованому в анексованому Росією Криму проукраїнському активісту Олегу Приходьку продовжують відмовляти в побаченнях зі священиком – архієпископом Кримської єпархії ПЦУ Климентом. Про це кореспонденту проєкту Радіо Свобода Крим.Реалії розповів адвокат активіста Назім Шейхмамбетов. За його словами, це вже третя відмова.
«В кінці січня ми отримали відмову у відвідуванні священнослужителем Олега Приходька. Раніше відмову слідство мотивувало тим, що організація, від якої відправляє службу Климент, не зареєстрована. Далі ми надали відповідні документи. Цього разу вони мотивували відмову тим, що не можуть дозволити побачення з огляду на те, що ведуться оперативно-розшукові та слідчі заходи, тому зустріч з третіми особами може спричинити розголошення інформації, яка може зашкодити слідству», – розповів Шейхмамбетов.
Адвокат зазначив, що питання зустрічі Приходька і архієпископа Климента в СІЗО намагалися також вирішити через офіс українського омбудсмена.
«З нами виходила на контакт уповноважена з прав людини Верховної Ради України Людмила Денисова і вона на своєму рівні, наскільки мені відомо, направляла відповідне звернення Тетяні Москальковій (російський омбудсмен – ред.), однак питання досі не вирішене», – додав Шейхмамбетов.
На думку адвоката, візит священнослужителя міг би поліпшити емоційний стан його підзахисного.
«Коли людина знаходиться в такому становищі, питання віри і релігії загострюється і, безумовно, якби така зустріч відбулася, це б трохи емоційно заспокоїло Олега Аркадійовича. Все-таки, якби зайшов священнослужитель, це б психологічно підбадьорило його», – вважає Шейхмамбетов.
Раніше в підконтрольному Росії Київському районному суді Сімферополя продовжили арешт Приходькові. Він буде перебувати в СІЗО до 10 квітня.
16 січня стало відомо, що Приходьку висунули нове звинувачення в «незаконному придбанні, передачі, збуті, зберіганні, перевезенні або носінні вибухових речовин або вибухових пристроїв».
Адвокат Назім Шейхмамбетов повідомив 5 лютого, що Олега Приходька також звинуватили в плануванні вибуху в будівлі генерального консульства Росії у Львові.
Приходька затримали 10 жовтня 2019 року. Російська ФСБ звинуватила його в підготовці до терористичного акту і незаконному виготовленні вибухових речовин.
Прокуратура Автономної Республіки Крим почала кримінальне провадження за статтею «незаконне позбавлення волі» через арешт активіста в анексованому Криму.

New Kosovo Prime Minister Pledges to Remove 100% Serbian Import Tariffs
Kosovo Prime Minister Albin Kurti pledges to abolish the 100% tariffs on Serbian imports, an impediment in normalization efforts between the two countries since 2018.Kurti, who was confirmed as prime minister by the Kosovo Assembly on Monday, said in an interview with Voice of America that the objective of the ruling coalition composed of his party, Vetvendosje (Self-Determination), and the Democratic League of Kosovo, is to introduce “measures of full reciprocity in trade, politics and economy” with Serbia. У Федерації гімнастики України пояснили, чому збірна України ухвалила рішення про участь в турнірі з художньої гімнастики «Гран-прі Москва 2020» до Росії 7-9 лютого.
«Ми зважували всі «за» і «проти» і вирішили все-таки їхати на цей старт. По-перше, це впливає на наш рейтинг. А по-друге, від результату московського Гран-прі далі буде залежати, хто братиме участь у Гран-прі під час «Кубка Дерюгіної», який традиційно відбудеться в Києві в березні. Таким чином участь наших спортсменок в кожному Гран-прі збільшує наші шанси в рейтингу і зменшує шанси конкурентів. Давайте тримати кулаки за наших спортсменок і нехай вони там в Москві покажуть, на що здатна українська школа художньої гімнастики», – цитує сайт федерації першого віцепрезидента ФГУ, головного тренера збірної Ірину Дерюгіну.
Дерюгіна заявила, що перед Олімпіадою в Токіо збірна з художньої гімнастики «присвячує тренуванням 24 години на добу» і завдання команди «використовувати кожну можливість для підготовки спортсменок».

Прокурори в Росії закидають фігурантам «справи Хізб ут-Тахрір» конспірацію з використанням VPN – адвокат
У Південному окружному військовому суді російського Ростова-на-Дону сторона обвинувачення у другій бахчисарайській «справі Хізб ут-Тахрір» заявила, що використання мереж VPN (створюються над тими, що мають нижчий «рівень довіри» – ред.) є свідченням конспірації фігурантів. Про це проєкту Радіо Свобода Крим.Реалії повідомила адвокат Ліля Гемеджі.
«Додатки-анонімайзери, на думку слідства, є доказом конспірації наших підзахисних. Якщо у тебе номер сім-карти не зареєстрований на твоє ім’я, значить ти обов’язково конспіруєшся, якщо ти використовуєш анонімайзер, щоб заходити на якісь сайти, це теж обов’язковий елемент конспірації», – розповіла Ліля Гемеджі.
Вона повідомила, що також під час засідання зачитувались протоколи огляду речей, вилучених під час обшуків у фігурантів справи.
Раніше сьогодні стало відомо, що російський суд продовжив арешт фігурантів другої бахчисарайської «справи Хізб ут-Тахрір» до 13 травня.
15 листопада 2019 року Південний військовий окружний суд російського Ростова-на-Дону почав розглядати по суті другу бахчисарайську «справу Хізб ут-Тахрір».
У жовтні 2017 року російські силовики заарештували шістьох жителів Бахчисараю. Це Тимур Ібрагімов, Марлен Асанов, Мемет Бєлялов, Сейран Салієв, Сервер Зекірьяев і Ернес Аметов. ФСБ Росії інкримінує їм участь в забороненої в Росії і включеному нею Криму організації «Хізб ут-Тахрір».
21 травня 2018 року в Криму затримали координатора «Кримської солідарності» Сервера Мустафаєва і жителя села Долинне Бахчисарайського району Едема Смаїлова. Звинувачення проти них долучили до бахчисарайської «справи Хізб ут-Тахрір».

США визначилися з кандидатурою посла в Україні, нас він влаштовує – МЗС
Міністр закордонних справ України Вадим Пристайко заявив, що під час візиту до Києва державного секретаря США Майка Помпео обговорювалося і питання щодо керівника американської дипломатичної місії.
«Ми вже знаємо конкретно людину, яка буде запропонована. Нас, в принципі, влаштовує цей кандидат. Я сподіваюся якомога швидше почати роботу з новим послом Сполучених Штатів в Україні», – сказав Пристайко.
Імені він журналістам не назвав. За словами міністра, в американській системі призначення посла президентом має пройти через затвердження Сенату, верхньої палати Конгресу.
Посада посла США в Україні залишається вакантною від травня 2019 року, коли Вашингтон відкликав Марі Йованович. У червні було призначено тимчасовим повіреним у справах США в Україні Вільяма Тейлора, але той пішов із посади 31 грудня.
2 січня 2020 року посольство США в Україні повідомило про призначення новою тимчасовою повіреною Крістіни Квін, яка до цього займала пост заступниці голови місії.

Пристайко: розмови з президентом Зеленським про мою відставку не було
Міністр закордонних справ України Вадим Пристайко заперечує інформацію про наміри щодо своєї відставки у рамках переформатування уряду. Про це він заявив на пресконференції у Києві, відповідаючи на запитання журналістів.
«Моя домовленість із президентом Зеленським була з самого початку, що ми працюємо доти, доки я можу бути корисним. Тут немає ніяких проблем, якщо хтось звільняє (міністра МЗС – ред.), то це має бути президент Зеленський. А розмови про те, що хтось десь щось хоче поміняти, я вважаю, на сьогоднішній день не мають ніяких під собою (підстав – ред.). Щонайменше, я з президентом Зеленським про це не говорив», – сказав Пристайко.
Раніше видання «Українська правда», посилаючись на свої джерела, повідомило про наміри знову роз’єднати раніше об’єднані міністерства культури, молоді і спорту та енергетики і захисту довкілля, а також замінити міністрів закордонних справ, оборони та соціальної політики.
Вадим Пристайко став міністром закордонних справ України 29 серпня 2019 року.

Lawyers to ICC: Free Ivory Coast’s Gbagbo Unconditionally
Lawyers for former Ivory Coast president Laurent Gbagbo urged International Criminal Court judges Thursday to lift conditions they imposed on him last year when he was released following his acquittal on crimes against humanity charges.Gbagbo and former youth minister Charles Ble Goude both were cleared early last year of involvement in deadly post-election violence in their West African nation.Prosecutors have appealed the acquittals, urging judges to call a mistrial, but both men were allowed to leave the court’s custody pending the appeal’s outcome. Judges, however, imposed conditions on their liberty including that they had to turn in their passports, not leave the country hosting them, report weekly to police or the court and not contact witnesses or talk to the media about their case.Dozens of supporters attended Thursday’s hearing, waving to Gbagbo from the public gallery as the case opened. One side has been led by ex-Prime Minister Pascal Affi N’Guessan, who distanced himself politically from Gbagbo after his ouster, while Gbagbo’s wife plays a prominent role in the other faction.Media reports say those differences appear to be on the mend after an apparent meeting between the two men last month in Brussels.Gbagbo’s wife, Simone Gbagbo, 70, was pardoned in August 2018 after serving three years of a 20-year sentence on charges of undermining state security in Ivory Coast. She lives in Abidjan, where she serves as second vice president of the party’s faction known as GOR (the French acronym for Gbagbo or Nothing).ICC judges acquitted Gbagbo and Ble Goude of involvement in violence that left more than 3,000 people dead in the aftermath of disputed 2010 presidential elections. FBI Director Warns of Ongoing Russian ‘Information Warfare’
FBI Director Chris Wray said Wednesday that Russia is engaged in “information warfare” heading into the 2020 presidential election, though he said law enforcement has not seen ongoing efforts by Russia to target America’s election infrastructure.Wray told the House Judiciary Committee that Russia, just as it did in 2016, is relying on a covert social media campaign aimed at dividing American public opinion and sowing discord. That effort, which involves fictional personas, bots, social media postings and disinformation, may have an election-year uptick but is also a round-the-clock threat that is in some ways harder to combat than an election system hack, Wray said.“Unlike a cyberattack on an election infrastructure, that kind of effort — disinformation — in a world where we have a First Amendment and believe strongly in freedom of expression, the FBI is not going to be in the business of being the truth police and monitoring disinformation online,” Wray said.The FBI and Department of Homeland Security are on alert for election-related cyberactivity like what occurred in 2016, when Russians hacked emails belonging to the Democratic campaign of nominee Hillary Clinton and probed local election systems for vulnerabilities.But, Wray said Wednesday, “I don’t think we’ve seen any ongoing efforts to target election infrastructure like we did in 2016.”His appearance came two days after Democratic presidential caucuses in Iowa were marred by a malfunctioning app that caused a delay in the reporting of results. Though local and federal officials have stressed that the problems weren’t caused by a foreign intrusion, the error played into existing unease surrounding election security and risked amplifying concerns among American about the integrity of the voting process.Even without signs of election system targeting, Wray said Russian efforts to interfere in the election through disinformation had not tapered off since 2016. He said social media had injected “steroids” into those efforts.“They identify an issue that they know that the American people feel passionately about on both sides and then they take both sides and spin them up so they pit us against each other,” Wray said. “And then they combine that with an effort to weaken our confidence in our elections and our democratic institutions, which has been a pernicious and asymmetric way of engaging in … information warfare.”At another point in the hearing, Wray avoided a direct answer when asked if President Donald Trump, Attorney General William Barr or other administration officials had asked him for investigations into Trump Democratic rival Joe Biden, his son Hunter, or into any members of Congress.The question was posed by Rep. Jerrold Nadler of New York, the committee chairman and one of seven House Democratic managers of the impeachment case. He asked whether Trump had requested FBI investigations into the Bidens, lawmakers or former national security adviser John Bolton — who is due out with a book next month said to undercut a key Trump defense — as possible payback for impeachment.Wray initially said: “I have assured the Congress, and I can assure the Congress today, that the FBI will only open investigations based on the facts, and the law and proper predication.”After Nadler said he assumed that answer meant that neither Trump nor Barr nor other administration officials had requested improper political investigations, Wray tried again: “No one has asked me to open an investigation based on anything other than facts, the law and proper predication.”Trump has sought, without evidence, to implicate the Bidens in the kind of corruption that has long plagued Ukraine. Hunter Biden served on the board of a Ukrainian gas company at the same time his father, as vice president, was leading the Obama administration’s diplomatic dealings with Ukraine. Though the timing raised concerns among anti-corruption advocates, there has been no evidence of wrongdoing by either Biden.Wray’s appearance was his first since a Justice Department inspector general report that sharply criticized the FBI’s surveillance of former Trump campaign aide national security Carter Page. The errors produced rare bipartisan calls for changes to the federal government’s surveillance powers.The report identified what it said were significant errors in applications to eavesdrop on Page, including omitting critical information that cut against the FBI’s original premise that Page was a Russian agent — something he has repeatedly denied.After the report was issued, Wray told The Associated Press that the mistakes were “unacceptable and unrepresentative of who we are as an institution.” He repeated that message to lawmakers Wednesday.The then-chief judge of the secretive Foreign Intelligence Surveillance Court, which authorizes wiretapping of subjects on American soil in national security investigations, responded to the report with an extraordinary public rebuke of the FBI and demanded that the bureau report back on what it was doing to fix the problems.The FBI has laid out a series of changes designed to ensure warrant applications are more closely scrutinized before being submitted for a judge’s approval and that they contain accurate information about the reliability and potential bias of sources whom agents rely on. The Justice Department has also said the surveillance of Page should have ended before it did.Wray bristled at the suggestion from some Republican lawmakers that he did not take the report’s criticism seriously enough.“I’ve been a prosecutor. I’ve been a defense attorney, I’ve been an assistant attorney general, I’ve been an FBI director,” Wray said. “To me, candor to the court is sacrosanct, and I don’t think there’s anybody in the FBI who’s belaboring under the misimpression that I think it’s OK to mislead a court.”

Упродовж минулого року в Україні народилися 310 605 немовлят. Про це повідомили у Міністерстві юстиції.
«У 2019 в Україні народилося більше 300 тисяч немовлят. Кожен 10-й малюк вперше побачив світ у столиці: тут народилося 32 634 дитини», – мовиться у повідомленні.
Серед лідерів за народжуваністю також Дніпропетровська (22703 немовлят), Львівська (21916) та Одеська області.
Найнижчий показник у Луганській області – 5046 новонароджених.
Щодо окупованого Росією Криму у Міністерстві юстиції даних нема.
Населення України на вільній території становить 37 мільйонів 289 тисяч, повідомив міністр Кабінету міністрів Дмитро Дубілет 23 січня, презентуючи результати електронного перепису станом на 1 грудня 2019 року.
За словами Дубілета, Кабінет міністрів наразі не вирішив, чи буде проводитися традиційний перепис населення наприкінці 2020 року. Це рішення мають ухвалити за два-три місяці.

Президент Володимир Зеленський, прем’єр-міністр Олексій Гончарук та міністерство цифрової трансформації презентували 6 лютого мобільний застосунок «Дія». Вже зараз у цьому додатку працюють електронне посвідчення водія та свідоцтво для реєстрації (техпаспорт) для автомобіля, повідомляє Урядовий портал.
«Дія» – це старт будівництва держави у смартфоні. Це те, про що ми мріяли: щоб держава була ефективною, майже непомітною, не створювала проблем, а навпаки була зручним сервісом. Українцям більше не потрібно буде витрачати час і нерви у нескінченних чергах адмінустанов», – сказав Олексій Гончарук.
Він додав, що метою уряду є протягом трьох років оцифрувати всі державні послуги, а 50 основних послуг – уже у 2020 році. Серед них – реєстрація ФОП (фізичних осіб-підприємців), юридичних осіб, послуги для перевізників і будівельників, а також послуг для власників авто.
За словами віцепрем’єр-міністра, міністра цифрової трансформації Михайла Федорова, Україна – четверта країна в Європі, яка запустила електронні права і техпаспорт. «Ми будемо другі в світі, хто запустить цифровий паспорт», – пообіцяв Федоров.
