Hungary’s PM Wins Emergency Powers to Fight Coronavirus
Hungary’s parliament granted nationalist Prime Minister Viktor Orban the right to rule by decree on Monday to fight the coronavirus, ignoring calls by opponents and rights groups to put a timeframe on the extra powers.
President Janos Ader, an Orban ally, signed the legislation extending a state of emergency after it was approved by parliament, dominated by Orban’s Fidesz party. Ader said it was in line with international treaties and Hungary’s constitution.
The law has triggered criticism from opposition parties, rights groups and the Council of Europe, Europe’s main rights forum, because it does not set a specific limit on the time the additional powers will be in force.
It also imposes jail terms of up to five years on those hindering measures to curb the spread of the virus or spreading false information that could upset people or hinder the fight against the virus.
Rights groups said this might be used to muzzle journalists as remaining independent media are forced to cut staff and budgets while media loyal to the government continue to receive taxpayers’ money.
Since he took power in 2010, Orban has built media he can control, using legal levers, ownership changes and advertising money for more loyal media coverage. The economic impact of the coronavirus could accelerate the shake-up of the media, journalists say.
The government has rejected the criticism, saying the law empowers it to adopt only measures needed to fight the virus, and that parliament can revoke the special powers.
“This is an authorization limited both in time and scope … as it is solely related to the coronavirus, and you are crying a dictatorship,” state secretary Bence Retvari told opposition parties before the vote.
Justice Minister Judit Varga said it was “very damaging fake news” that the law is intended to neutralize the national assembly.
Orban, who has gradually increased his power in a decade in office, has often been in conflict with the European Union and rights organizations over his perceived erosion of democratic checks and balances and the rule of law.
Opposition lawmakers said they back the government’s overall fight against the coronavirus but wanted a time limit placed on the government’s special powers, which parliament can extend if necessary. Parliament rejected all opposition amendments.
President Ader said the government’s special authorization would end once the epidemic is over and was limited to dealing with the epidemic and its fallout.
“The controlling role of Parliament and the government’s duty to report will remain in place during the epidemic,” Ader said. Hungary has reported 447 coronavirus cases and 15 deaths.
Independent Media at Risk
Some media companies, facing severe short-term liquidity problems, have already scrapped plans for 2020.
Central Media, one of Hungary’s largest media groups, has put journalists on reduced hours and cut salaries by up to a quarter, several sources told Reuters.
Pesti Hirlap, a tabloid, has told staff it will cut jobs and switched to online-only mode. Executives at HVG, a weekly that also runs a popular web site, warned staff of budget cuts, according to several sources.
“Press freedom could fall victim to the coronavirus,” Miklos Hargitai, chair of the Hungarian Journalists Association (MUOSZ), told Reuters.
State media have an annual budget of around 90 billion forints ($280 million). The public media budget is not affected by the crisis this year, a government spokesman said.
Loyal outlets receive state advertisements regardless of their audience size, data shows.
“The coronavirus epidemic will have a devastating effect on Hungarian independent media,” said Agnes Urban, director of the Mertek Media Monitor think tank. “This can become critical for independent outlets within 2-3 months as most lack a rich owner.”

В Україні дозволили роботу продуктових ринків під час карантину
Міністерство охорони здоров’я дозволило роботу продуктових ринків в Україні на період карантину, йдеться в оприлюдненій постанові головного державного санітарного лікаря від 30 березня.
Згідно з документом, здійснювати торгівлю харчовими продуктами може тільки зареєстрований оператор ринку за умови дотримання протиепідемічних заходів.
Кількість відвідувачів ринку буде обмежена – одна людина на 20 квадратних метрів, а відстань між покупцями у черзі має складати не менше ніж 1,5 метри.
Крім того, для ринків вихідного дня відстань між місцями торгівлі має складати не менше ніж 3 метри.

При цьому весь персонал ринку і покупці мають бути забезпечені засобами індивідуального захисту.
25 березня Кабінет міністрів продовжив карантин і ввів надзвичайний стан у всіх регіонах до 24 квітня. Раніше в Київській облдержадміністрації заявили, що не будуть забороняти роботу оптових ринків на Київщині на час карантину.

Раді пропонують заборонити акції біля судів на відстані ближче ніж 50 м
У Верховній Раді України зареєстрований проєкт закону, який пропонує заборонити мітинги й акції протесту біля будівель судів на відстані ближче ніж 50 метрів. Автором документу є народний депутат із фракції «Слуга народу» Сергій Демченко.
Згідно з повідомленням на сайті ВРУ, законопроєкт зареєстрований 30 березня, а 31 березня переданий на розгляд комітету.
У документі передбачається, що служба судової охорони буде припиняти проведення таких акцій або дій без ухвалення будь-яких додаткових рішень або додаткових вказівок, із залученням у разі потреби представників Національної поліції чи Нацгвардії.
Як йдеться в пояснювальній записці до законопроєкту, його ухвалення «надасть змогу суддям можливість реалізувати закріплені на рівні Основного Закону України права. Крім того, в разі ухвалення законопроєкту буде вирішена одна з проблем втручання в роботу суддів, намагання фізичного та психологічного тиску на суддів, будуть визначені єдині підходи для розуміння нормативних рамок регулювання відносин у сфері проведення мирних зібрань».

«Всеукраїнська школа онлайн» із 6 квітня: стало відомо, як і коли траслюватимуть уроки для школярів
Президент України Володимир Зеленський повідомив, що з 6 квітня для школярів 5-11 класів розпочинається проєкт «Всеукраїнська школа онлайн».
«40 педагогів з Києва на час карантину фактично стануть учителями для всієї України. Школярі з п’ятого по одинадцятий клас зможуть дистанційно вивчати 11 предметів», – повідомив Зеленський.
Щоранку, о 10:00, з понеділка до п’ятниці уроки транслюватимуть українські телеканали:
• 5-й клас – ПлюсПлюс та 112 Україна;
• 6-й клас – ZOOM та NewsOne;
• 7-й клас – ZIK;
• 8-й клас – Індиго та УНІАН;
• 9-й клас – Рада та UA: Культура;
• 10-й клас – UA: Перший;
• 11-й клас – М1.
«Також уроки можна буде переглянути на офіційних сторінках Міністерства освіти і науки України у Facebook та YouTube. Прохання до батьків: стежте за розкладом уроків, заохочуйте дітей до перегляду та долучайтеся до пізнавального контенту всією родиною», – йдеться у зверенні Зеленського.
25 березня Міністерство освіти і науки повідомило, що через продовження загальнонаціонального карантину у зв’язку з поширенням коронавірусу SARS-CoV-2 до 24 квітня включно усі заклади освіти незалежно від форми власності та сфери управління мають продовжити карантинні заходи до відповідного терміну.

Напередодні Державне бюро розслідувань України відкрило кримінальне провадження щодо народного депутата від «Слуги народу» Гео Лероса, який раніше звинуватив голову Офісу президента Андрія Єрмака і його брата в корупції.
29 березня депутат Лерос опублікував у фейсбуці відеокадри, на яких людина, схожа на брата голови офісу президента (Андрій Єрмак фактично підтвердив, що це його брат), проводить кілька розмов. Законодавець називає ці зйомки «відеодоказами», як «Єрмак через свого брата барижить державними посадами, впроваджує свою програму до правоохоронних структур та оборонки (привіт з РФ), ну і, звичайно, заробіток на державі».
Голова Офісу президента України Андрій Єрмак відреагував на публікації зі звинуваченнями з боку Лероса й оприлюдненого ним відео.

ДСНС попереджає про ускладнення погодних умов через вторгнення арктичного повітря
Державна служба з надзвичайних ситуацій попереджає про ускладнення погодних умов на території України протягом найближчих днів.
«За даними Укргідрометцентру, з 31 березня по 2 квітня, у звʼязку з вторгненням арктичного повітря в західних, північних, більшості центральних областей очікується відчутне зниження температури: вночі 0-6° морозу (31 березня в центральних областях від 3° морозу до 3° тепла), вдень 1-6° тепла», – повідомили у ДСНС вранці 31 березня.
За повідомленням, у Карпатах 31 березня йтиме помірний сніг, решта часу буде без опадів, на дорогах ожеледиця (І рівень небезпечності – жовтий). Температура вночі 4-9°, вдень 0-5° морозу.

Шмигаль: зміни до бюджету будуть проголосовані через 7-8 днів
Прем’єр-міністр України Денис Шмигаль висловив переконаність у тому, що Верховна Рада через сім чи вісім днів підтримає пропоновані урядом зміни до державного бюджету на 2020 рік. Він сказав про це в ефірі програми «Свобода слова» на телеканалі ICTV.
За словами прем’єра, парламент на позачерговому засіданні 30 березня не підтримав поправки через те, що не всі народні депутати мали змогу ознайомитися із ними.
«Ми працювали над бюджетом спільно з парламентським комітетом практично в цілодобовому режимі. Це бюджет надзвичайної ситуації. У ньому створений Фонд для боротьби з COVID-19. Ми зберегли практично всі основні видатки, водночас запропонувавши наповнити Фонд на 97,1 млрд грн», – сказав Шмигаль.
Фонд, за його словами, передбачатиме, зокрема, кошти на підтримку медиків, закупівлю ліків і заходи, пов’язані з протидією коронавірусній інфекції та її наслідкам.
«Ми взяли бюджет на доопрацювання, щоб почути пропозиції та поправки. Впевнений, він буде проголосований через 7-8 днів», – сказав голова уряду.
Він також наголосив, що Україні потрібна допомога усіх міжнародних фінансових установ для боротьби з коронавірусною інфекцією та подолання економічних наслідків, які спричинить пандемія. «Сьогодні особливо важливо працювати з усіма міжнародними донорами. Не лише з МВФ. Ми також працюємо зі Світовим банком, ЄС, ЄБРР та іншими міжнародними фінансовими установами, які можуть підтримати Україну фінансово», – заявив прем’єр.
30 березня ЄС виділив 80 мільйонів євро на підтримку України у боротьбі з коронавірусом. Того ж дня Верховна Рада не підтримала зміни до держбюджету і направила відповідний законопроєкт на повторне перше читання.

ДБР відкрило провадження щодо депутата, який звинуватив голову ОП у корупції
Державне бюро розслідувань України відкрило кримінальне провадження щодо народного депутата від «Слуги народу» Гео Лероса, який раніше звинуватив голову Офісу президента Андрія Єрмака і його брата в корупції. Про це «Громадському» повідомив речник ДБР Максим Білоусенко.
За його словами, справу відкрили за чотирма статтями Кримінального кодексу: частиною 2 статті 190 (шахрайство), частиною 2 статті 344 (втручання у діяльність державного діяча), частиною 2 статті 328 (розголошення державної таємниці) та частиною 1 статті 364 (зловживання владою або службовим становищем).
Як уточнило агентству «Укрінформ» джерело у ДБР, кримінальне провадження відкрите за заявою голови ОП Андрія Єрмака.

Spain Postpones 5G Spectrum Auction Due To Coronavirus
Spain will delay a planned auction of 5G spectrum due to the coronavirus outbreak, the government said on Monday.
As part of a Europe-wide drive to speed up the roll out of fast Internet and broaden coverage, Spain had been due to free up space in the 700 MHz band of its network by switching from analog to digital terrestrial television by June 30.
One of the world’s worst national outbreaks of the virus, which had infected 85,915 people and killed 7,340 as of Monday, constitutes force majeure, making it impossible to stick to that deadline, the government said in a statement.
Madrid has told Brussels it will set a new deadline for the 700 MHz band depending on the eventual end-date for emergency measures including restrictions on people’s movements, it added.
Austria postponed a planned 5G auction last week, and the CEO of French group Iliad said one coming up in France would likely meet the same fate.

UK’s Prince Charles, 71, Out of Self-Isolation, in Good Health
British heir-to-the-throne Prince Charles, who had tested positive for coronavirus, is out of self-isolation after seven days and is in good health, his spokesman said on Monday. Last week, his Clarence House office revealed that Charles, 71, had been tested after displaying mild symptoms of the virus and had been in self-isolation at his Birkhall home in Scotland where he had continued to work. After consultation with his doctor, he is now out of self-isolation, Clarence House said. He will resume meetings and take exercise in accordance with government and medical guidelines. Рада відхилила пропоновані урядом зміни до держбюджету
Верховна Рада відхилила законопроєкт зі змінами до державного бюджету на 2020 рік.
Рішення про ухвалення документа за основу на позачерговому засіданні парламенту 30 березня підтримали 223 народних депутати за необхідних 226.
Після цього парламент відправив законопроєкт на повторне перше читання.
Уряд розробив проєкт закону про внесення змін до державного бюджету на 2020 рік «для вжиття заходів з нейтралізації наслідків поширення коронавірусної інфекції COVID-19 та підтримки економічної активності в країні».
«Бюджет, який ми сформували – це бюджет надзвичайної ситуації в умовах глобальної пандемії», – заявив очільник уряду Денис Шмигаль.
При цьому, за його словами, зміни не передбачають скорочення видатків на армію.
Уряд також вирішив тимчасово обмежити зарплати всім посадовцям на час боротьби з коронавірусом – 10 мінімальних зарплат, тобто сума нарахувань обмежується десятьма мінімальними зарплатами. Окрім того, на мільярд гривень пропонується зменшити капітальні видатки органів центральної влади, на 700 мільйонів – скоротити кошти на відрядження посадовців.
«Мета ухвалення цих непопулярних змін – це збільшення фінансування всіх тих, хто зараз на передовій боротьби з коронавірусною інфекцією. По-перше, мова йде про весь медичний персонал», – заявив рем’єр-міністр.
Додаткове фінансування буде забезпечено через Фонд боротьби з коронавірусом. Ці кошти підуть на додаткові виплати лікарям, на закупівлю апаратів ШВЛ, на маски, на костюми захисту, на тести. Загальний обсяг фонду становить 97,1 мільярда гривень.

Профільний комітет Ради підтримав «антиколомойський» законопроєкт
Комітет із питань фінансів, податкової та митної політики підтримав банківський законопроєкт, який ще називають «антиколомойським», бо він унеможливить повернення «Приватбанку» олігарху Ігорю Коломойському.
«Так, закон про банки підтриманий комітетом», – сказав у коментарі Радіо Свобода народний депутат Ярослав Железняк (фракція «Голос») за підсумками засідання комітету, яке проходило 30 березня у внутрішньому подвір’ї Верховної Ради.
Ухвалення банківського законопроєкту, який ще називають «антиколомойським», бо він унеможливить повернення «Приватбанку» олігарху Ігорю Коломойському, на нинішньому позачерговому засіданні парламенту не розглядалося. Коли його винесуть на розгляд у сесійну залу – поки що невідомо.
Ухвалення цього закону та закону про ринок землі є умовою отримання Україною нової програми МВФ. Президент Володимир Зеленський повідомив, що після виконання умов фонду Україна протягом 15 днів отримає перший швидкий транш на 1,75−2 мільярдів доларів відразу в бюджет країни. «Ніхто не хоче дефолту в країні. Я впевнений, що мене почують наші депутати і цього не станеться», – заявляв він.
У фракції партії «Слуга народу» домовилися, що відкриття ринку відкладуть на дев’ять місяців – до 1 липня 2021 року. Спочатку планувалося дозволити продаж сільгоспземель з 1 жовтня цього року. Водночас на першому етапі доступ до ринку отримають тільки фізичні особи. Одна людина зможе купити не більше за 100 гектарів. За словами Зеленського, другий етап, коли купувати землю дозволять і юридичним особам, буде запущений з 2024 року. Одна компанія зможе купити до 10 тисяч гектарів землі.
«Якщо ми говоримо про це пленарне засідання, поки що такого рішення не було прийнято. Ми дискутуємо з колегами. Я думаю, що будуть дискусії продовжуватися, а далі будемо приймати відповідні рішення», – сказав Разумков щодо того, коли можуть бути ухвалені законопроєкти.

У Карпатах прогнозують сніг 31 березня, ожеледицю на дорогах, температура вдень може опуститися до –5 градусів.
Найтепліше 31 березня буде в Криму – до 9 градусів тепла, а також у Донецькій та Запорізькій областях, де температура може піднятися до 8 градусів.

СБУ здійснює слідчі дії у мерії Запоріжжя
У мерії Запоріжжя поліція та працівники Служби безпеки України здійснюють слідчо-оперативні дії. Інформацію про це кореспонденту Радіо Свобода підтвердили у пресслужбі управління СБУ у Запорізькій області.
«Дійсно, СБУ спільно з поліцією проводяться обшуки у міськраді, мерії в рамках кримінального провадження згідно з частиною 2 статті 364 статті. Це зловживання владою. Проводяться на підставі постанови слідчого судді», – повідомив пресофіцер СБУ у регіоні Сергій Левченко.

Інші деталі щодо справи у СБУ обіцяють повідомити згодом по закінченню слідчо-оперативних дій.
За даними депутата Запорізької міськради Віталія Рябцева, обшуки відбуваються як в самому приміщенні мерії Запоріжжя, так і вдома у посадовців, зокрема у одного з заступників міського голови Запоріжжя.
У мерії Запоріжжя поки ситуацію щодо обшуків офіційно не коментували.

Окупаційна влада зупинила перетин адміністративного кордону Криму з материковою Україною
Жителі анексованого Криму з місцевою реєстрацією, а також громадяни Росії наразі не зможуть виїжджати на територію материкової України через пункти перетину на адміністративному кордоні, заявило «прикордонне управління Федеральної служби безпеки Росії по Криму». Тимчасова заборона, пов’язана з протидією поширенню коронавірусу SARS-CoV-2, набула чинності опівночі 30 березня.
За інформацією російського відомства, виняток становлять громадяни, які виїздять у зв’язку зі смертю близького родича, за умови надання копії свідоцтва або довідки про смерть, а також документу, який підтверджує близькі родинні зв’язки.

При цьому в російському прикордонному управлінні зазначили, що жителі з кримською пропискою зможуть в’їхати на територію півострова без обмежень.
Раніше російське прикордонне управління ФСБ заборонило допуск «іноземних громадян» на територію Криму з материкової України з опівночі 18 березня.
17 березня Міністерство України з питань тимчасово окупованих територій і тимчасово переміщених осіб повідомило про обмеження пропуску через контрольні пункти в’їзду-виїзду на адмінкордоні анексованого Криму з Херсонською областю до 3 квітня. Державна прикордонна служба України пояснила Крим.Реалії, що обмеження стосується громадян без реєстрації на материковій частині України.
Після анексії Криму Росією на початку 2014 року між материковою Україною і півостровом проліг формально адміністративний, але фактично – справжній кордон. У Херсонській області на адмінкордоні з Кримом працюють три контрольних пункту в’їзду/виїзду – «Каланчак», «Чонгар» і «Чаплинка».

Верховна Рада збирається на позачергове засідання
Позачергове засідання Верховної Ради України відбудеться 30 березня о 14:00, йдеться в розпорядженні спікера парламенту, оприлюдненому на сайті ВРУ.
Згідно з документом, на засіданні депутати мають розглянути 13 питань, зокрема, щодо кадрових змін в уряді: звільнення міністрів охорони здоров’я і фінансів і призначення нових очільників Мінфіну, МОЗ і Міненергетики.
На засіданні також планують розглянути проєкти закону щодо забезпечення лікування коронавірусної хвороби і щодо забезпечення додаткових соціальних й економічних гарантій у зв’язку з поширенням COVID-2019, а також криміналізації вивезення через митний кордон України товарів протиепідемічного призначення.
Згідно з розпорядженням Дмитра Разумкова, депутати планують розглянути урядовий законопроєкт про зміни до держбюджету.
Водночас, як повідомив спікер 29 березня, щодо законопроєктів про ринок землі і про банки, які в своєму зверненні згадував президент і ухвалення яких хоче МВФ, то з цього приводу згоди між фракціями поки що немає.

Britain on Emergency Footing for First Time Since WWII
Britain is on an emergency footing for the first time since World War II. The move means the British government is setting up what it calls strategic coordination centers across the U.K. to distribute supplies to citizens to help combat the coronavirus outbreak. There are more than 22,000 British confirmed cases of coronavirus – Prime Minister Boris Johnson and Prince Charles are among them. More than 1,200 have died. UK’s Prince Harry, Wife Meghan, do not Need US Help for Security Costs, Spokeswoman Says
Britain’s Prince Harry and his wife, Meghan, have no plans to ask the U.S. government for help with security costs, the couple said in a statement on Sunday in response to a tweet from President Donald Trump that the United States would not pay for their protection.In January, the couple said they would step away from their royal duties and according to media reports, recently relocated to Los Angeles. Earlier on Sunday, Trump tweeted: “Now they have left Canada for the U.S. however, the U.S. will not pay for their security protection. They must pay!”A spokeswoman for the couple said later in a statement: “The Duke and Duchess of Sussex have no plans to ask the U.S. government for security resources.
