Синоптики: новий тиждень в Україні почнеться з дощів, спека спаде
В Укргідрометцентрі повідомили, що 15 червня в Україні очікуються короткочасні дощі (вночі місцями), грози, у західних та центральних областях подекуди град та шквали 15-20 м/с.
«Вітер переважно південно-східний, 7-12 м/с, вдень в південно-східній та північно-східній частинах подекуди град і шквали 15-20 м/с. Температура вночі 13-18°, вдень 23-28°, на сході до 32°», – йдеться в повідомленні.
Крім того, найближчої ночі у Закарпатській, Тернопільській та Івано-Франківській області – зливи (ІІ рівень небезпечності).
Синоптик Наталка Діденко у фейсбуці також додала, що Україна завтра перебуватиме у зоні впливу циклонів.
«У більшості областей України протягом дня очікується +25+28 градусів, на сході, а також у Дніпрі з районами, до +30 градусів, на заході +20+27 градусів. Тобто, ось та кусюча люта спека відступила. Поки що. У Києві 15 червня очікується нестійка погода, періодично дощ, гроза, вдень +25+28 градусів», – повідомила синоптик.
За кліматичною характеристикою червня від Укргідрометцентру, середня місячна температура повітря у перший місяць літа в Україні складає 16-21 тепла, в гірських районах 9-15 тепла. Абсолютний максимум температури повітря становить +32+39. Синоптики кажуть, що у червні збільшується у порівнянні з травнем грозова діяльність, спостерігаються град, шквали, сильні дощі та зливи.

Фігуранта справи про хабар головам НАБУ і САП відсторонили з посади – податкова служба
Керівництво державної податкової служби ухвалило рішення про відсторонення від виконання обов’язків Миколу Ільяшенка на час проведення дисциплінарного провадження, передає пресслужба відомства у неділю.
«Головою Державної податкової служби України Олексієм Любченком за фактом порушення присяги держслужбовця відкрито дисциплінарне провадження та відсторонено від виконання посадових обов’язків першого заступника начальника ГУ ДПС у місті Києві Миколу Ільяшенка. З метою встановлення причин та умов, що сприяли вчиненню Миколою Ільяшенком корупційного правопорушення, призначено тематичну перевірку Головного управління ДПС у місті Києві», – йдеться в повідомленні.
У податковій службі зазначили, що рішення стосовно Ільяшенка було ухвалене напередодні.
Вищий антикорупційний суд сьогодні після 20:00 мав продовжити засідання із обрання запобіжного заходу Миколі Ільяшенку. Він разом із ще двома затриманими особами фігурує у справі про підкуп керівництва антикорупційних органів.
Раніше 14 червня ВАКС заарештував на 60 діб, до 10 серпня, із можливістю внесення застави у 40,3 мільйона гривень Андрія Кічу, якого називають директором з правових питань газовидобувної компанії «Бурісма», власником і керівником якої є ексміністр екології часів президентства Віктора Януковича, Микола Злочевський.
Третій із затриманих фігурантів справи – колишній керівник одного з департаментів ДФС України, якого у САП називали «довіреною особою ексміністра екології», його ім’я публічно наразі не вказувалось.
12 червня детективи НАБУ задокументували факт надання хабаря керівництву антикорупційних органів у 6 мільйонів доларів. Пізніше у САП уточнили, що йшлося про 5 мільйонів доларів, а ще 1 мільйон знайшли в автомобілі податківця, що був призначений йому як посередникові. Усього затримали трьох осіб. За повідомленнями антикорупційних органів, хабаря давали за закриття справи щодо власника компанії «Бурісма», екчиновника Миколи Злочевського, який нині перебуває у розшуку.
Напередодні керівники САП і НАБУ заявили, що до справи про пропозицію хабаря можуть бути причетні працівники Офісу генпрокурора. В ОГП заявили про проведення службового розслідування.
У компанії «Бурісма» раніше запевниили, що Микола Злочевський не причетний до справи з пропозицією хабаря керівникам антикорупційних органів.

ВАКС обрав запобіжний захід одному з підозрюваних у справі про хабар керівництву САП і НАБУ
Вищий антикорупційний заарештував до 10 серпня включно Андрія Кічу, підозрюваного у причетності до підкупу керівництва антикорупційних органів за закриття справи проти колишнього міністра екології та природних ресурсів України, бізнесмена Миколи Злочевського.
Кічу, якого називають директором з правових питань газовидобувної компанії «Бурісма», взяли під варту на 60 діб із можливістю внесення застави у 40,3 мільйона гривень.
Сторона захисту Андрія Кічі назвала такий запобіжний захід необґрунтованим, сам підсудний заявив, що грошей на хабар не торкався.
Крім того, суд у неділю обирає запобіжний захід іншому фігурантові справи – першому заступникові голови Державної податкової служби в місті Києві Миколі Ільяшенку. Наразі у суді оголошено технічну перерву до 20:00.
12 червня детективи НАБУ задокументували факт надання «колишнім високопосадовцем попередньої влади» хабаря керівництву антикорупційних органів у 6 мільйонів доларів. Пізніше у САП уточнили, що йшлося про 5 мільйонів доларів, а ще 1 мільйон знайшли в автомобілі податківця, що був призначений йому як посередникові. Усього затримали трьох осіб – першого заступника начальника ГУ ДПС, одного із керівників групи компаній, афільованої з ексміністром екології Миколою Злочевським, а також колишнього керівника одного з департаментів ДФС України, довірену особу ексміністра екології.
За повідомленнями антикорупційних органів, хабаря давали за закриття справи щодо власника компанії «Бурісма», ексміністра екології часів президентства Віктора Януковича Миколи Злочевського, який нині перебуває у розшуку.
Напередодні керівники САП і НАБУ заявили, що до справи про пропозицію хабаря можуть бути причетні працівники Офісу генпрокурора. В ОГП заявили про проведення службового розслідування.

Racism, Conflict, Country Violations Top UN Rights Council Agenda
During the coming week, the U.N. Human Rights Council will be faced with many important issues left hanging when its 43rd session was suspended in March because of COVID-19. The meeting, which opens Monday, will employ a so-called hybrid approach, with a mix of both real and virtual presentations.To ensure the safety of participants during this time of coronavirus, U.N. officials say social distancing measures will be strictly enforced. Delegations will have a reduced number of representatives attending the session and hundreds of side events by nongovernmental organizations will not take place on U.N. premises.Presentation of reports and interactive dialogues on human rights issues will involve experts who are either physically present or speaking by video conference. Countries that will come under review include the Democratic Republic of the Congo, Mali, Ukraine, Libya, Afghanistan, and the Central African Republic.One of the highlights of the weeklong meeting will be an urgent debate on institutionalized racism in the United States underlined by the killing of African American George Floyd while in police custody.Geneva director of Human Rights Watch John Fisher calls this a moment of reckoning for the United States. He said the event will likely be used by some countries to advance their own agendas.“We are also very concerned that China is seeking to exploit this moment of global chaos and the disarray within the U.S. to crack down on rights and freedoms in Hong Kong … And, we are calling upon states to take this moment to bring more attention to Hong Kong, as I mentioned. We feel this is a time when China will be watching the international response, and, if that response is muted, will feel emboldened to go even further down the track,” he said.A year ago, the special rapporteur on extrajudicial killings, Agnes Callemard, presented her report on the killing of Saudi columnist for the Washington Post Jamal Khashoggi, which she claimed was by agents of the Saudi government. While this issue is not formally on the council agenda, Fisher believes it should be given renewed attention.“In addition to, of course the murder of Khashoggi, while a number of women human rights defenders have been released from prison, a number remain. There are still allegations of torture. They still face criminal charges …There continues to be use of the death penalty, flogging, a crackdown on dissent, new waves of arrests,” he said. At the end of the week, the council will take action on decisions and the adoption of more than 40 resolutions. They include recommendations on improving human rights in countries such as Libya, Iran, Nicaragua, South Sudan, and Myanmar.

В Україні вшановують пам’ять військових, загиблих у збитому на Луганщині Іл-76
В Україні 14 червня вшановують пам’ять 40 українських десантників та 9 членів екіпажу літака Іл-76, збитого цього дня в 2014 році поблизу контрольованого на той час українськими військовими аеропорту Луганська.
«Світла пам’ять воїнам, які загинули у збитому літаку Іл-76, і всім захисникам України, котрі цього дня віддали свої життя за нашу незалежність. Не маємо права забути. Герої не вмирають!» – написав у фейсбуці президент України Володимир Зеленський.
Його попередник на посаді, п’ятий президент України Петро Порошенко також згадав про загибель військових.
«6 років минуло з тієї страшної ночі, коли у небі над Луганщиною росіяни збили із зенітно-ракетного комплексу український літак Іл-76. 40 військовослужбовців 25-ї окремої повітрянодесантної бригади та 9 членів екіпажу, які перебували на борту, загинули», – написав Порошенко у твітері.
Міністерство оборони України повідомило, що 13 червня біля пам’ятника екіпажу літака Іл-76 у Мелітополі зібралися військовослужбовці гарнізону, рідні та близькі загиблих.
«Кількома залпами військові вшанували пам’ять своїх побратимів. Учасники мітингу поклали квіти до меморіалу, після чого відвідали могили загиблих та меморіальний комплекс, який розташований на території військової частини», – ідеться в повідомленні.
Українські військові льотчики отримали наказ 14 червня 2014 року доставити особовий склад та вантаж до Луганського аеропорту. Близько першої ночі, коли літак ішов на посадку, його збили російські гібридні сили. Усі, хто був на борту, загинули.

Yankee Go Home: What Does Moving Troops out of Germany Mean?
After more than a year of thinly-veiled threats to start pulling U.S. troops out of Germany unless Berlin increases its defense spending, President Donald Trump appears to be proceeding with a hardball approach, planning to cut the U.S. military contingent by more than 25%.About 34,500 American troops are stationed in Germany — 50,000 including civilian Department of Defense employees — and the plan Trump reportedly signed off on last week envisions reducing active-duty personnel to 25,000 by September, with further cuts possible.But as details of the still-unannounced plan trickle out, there’s growing concerns it will do more to harm the U.S.’s own global military readiness and the NATO alliance than punish Germany.The decision was not discussed with Germany or other NATO members, and Congress was not officially informed — prompting a letter from 22 Republican members of the House Armed Services Committee urging a rethink.“The threats posed by Russia have not lessened, and we believe that signs of a weakened U.S. commitment to NATO will encourage further Russian aggression and opportunism,” Rep. Mac Thornberry of Texas wrote in a letter to Trump with his colleagues. Sen. Jack Reed, the ranking Democrat on the Senate Armed Services Committee, slammed Trump’s move as “another favor” to Russian President Vladimir Putin.But Richard Grenell, who resigned as U.S. ambassador to Germany two weeks ago, told Germany’s Bild newspaper that “nobody should be surprised that Donald Trump is withdrawing troops.”Grenell, who declined to comment for this article, said he and others had been pushing for Germany to increase its defense spending and had talked about troop withdrawals since last summer.“Donald Trump was very clear we want to bring troops home,” he said, adding: “there’s still going to be 25,000 American troops in Germany.”The suggestion that removing troops will punish Germany, however, overlooks the fact that American troops are no longer primarily there for the country’s defense, said retired Lt. Gen. Ben Hodges, who commanded U.S. Army Europe from 2014 until 2017.Gone are the days when hundreds of thousands of American troops were ready to fight in the streets of Berlin or rush into the strategic Fulda Gap, through which Soviet armor was poised to push into West Germany during the Cold War.“The troops and capabilities that the U.S. has deployed in Europe are not there to specifically defend Germany, they are part of our contribution to overall collective stability and security in Europe,” said Hodges, now a strategic expert with the Center for European Policy Analysis, a Washington-based institute.American facilities include Ramstein Air Base, a critical hub for operations in the Mideast and Africa and headquarters to the U.S. Air Forces in Europe and Africa; the Landstuhl Regional Medical Center, which has saved the lives of countless Americans wounded in Iraq and Afghanistan; and the Stuttgart headquarters of both the U.S. European Command and the U.S. Africa Command. There’s also the Wiesbaden headquarters of U.S. Army Europe, the Spangdahlem F-16 fighter base and the Grafenwoehr Training Area, NATO’s largest training facility in Europe.Hodges said the facilities are a critical part of America’s global military footprint.“What’s lost in all this is the benefit to the United States of having forward deployed capabilities that we can use not only for deterrence … but for employment elsewhere,” he said. “The base in Ramstein is not there for the U.S. to defend Europe. It’s there as a forward base for us to be able to fly into Africa, the Middle East.”Trump indicated last summer that he was thinking of moving some troops from Germany to Poland, telling Poland’s President Andrzej Duda during an Oval Office meeting: “Germany is not living up to what they’re supposed to be doing with respect to NATO, and Poland is.”Duda has been trying to woo more American forces, even suggesting Poland would contribute over $2 billion to create a permanent U.S. base — which he said could be named “Fort Trump.” In the current plan, at least some Germany-based troops are expected to be shifted to Poland.Following Trump’s comments last June, U.S. Ambassador to Poland Georgette Mosbacher tweeted Aug. 8 that “Poland meets its 2% of GDP spending obligation towards NATO. Germany does not. We would welcome American troops in Germany to come to Poland.”Grenell then tweeted: “it is offensive to assume that the U.S. taxpayers will continue to pay for more than 50,000 Americans in #Germany, but the Germans get to spend their surplus on #domestic programs.”In response, Chancellor Angela Merkel reiterated Germany’s commitment to “work toward” the 2% NATO defense spending benchmark — a goal it hopes to meet in 2031.“There is a lot invested here, and I think that we, in very friendly talks, will naturally always continue to heartily welcome these American soldiers, and there are also good reasons for them to be stationed here,” she said.NATO members agreed at a 2014 summit to “aim to move toward” spending 2% of GDP on defense. Since then, the year Russia annexed the Crimean Peninsula, overall NATO defense spending has grown annually.Since his election in 2016, Trump has pushed for the 2% as a hard target, and repeatedly singled out Germany as a major offender, though many others are also below the goal.NATO figures put Germany’s estimated defense spending for 2019 at 1.4%, and Poland’s at 2%. In dollar terms, however, Germany committed nearly $54 billion last year — NATO’s third-largest budget after the U.S. and Britain — while Poland spent slightly less than $12 billion.Germany does need to spend more, Hodges said, but U.S. and NATO interests would be better served if Washington pushed Berlin to spend on broader military needs, like transportation infrastructure, cyber protection and air defense, that would be easier for Merkel’s government to justify to a largely pacifist population.“We don’t need more German tanks, we need more German trains,” he said. “Why not be a little bit more strategic and think about what the alliance really needs from Germany?”

Держава поверне кошти за пробне ЗНО, яке перейшло в онлайн
Учасникам пробного зовнішнього незалежного оцінювання (ЗНО), яке було заплановане на 15 і 17 червня, повернуть кошти через неможливість проведення цього випробування в закладах освіти, повідомляє Міністерство освіти і науки 14 червня.
Це міністерство спільно із Міністерством фінансів готують порядок повернення коштів.
«Зареєстровані учасники зможуть скласти пробне тестування не в закладах освіти, а вдома. Інструкцію, як скласти тести та отримати свій результат пробного ЗНО, розміщено на сайті УЦОЯО», – ідеться в повідомленні.
Пробне зовнішнє незалежне оцінювання є добровільною та платною послугою для учасників. Вартість одного тестування складає від 138 до 150 гривень залежно від регіону.

Thousands of African Migrants Prepare for Sea Crossings to Europe
Ports remain closed in Italy, but the end of lockdown measures, combined with favorable weather conditions, have authorities concerned that a new wave of immigrant arrivals is imminent. Intelligence sources have said more than 20,000 migrants are ready to depart from North Africa.Arrivals of migrants on Italian shores never really stopped during the months of lockdown imposed because of the coronavirus, but ports were closed as Italy declared them unsafe, and NGO vessels stopped patrolling the Mediterranean because of the emergency. Nonetheless, according to the Italian Interior Ministry, more than 6,000 migrants have already reached Italy this year compared to 2,000 for all of last year.Now, with the numbers of new coronavirus infections decreasing day by day and no longer such a concern, fears are mounting that the number of migrants that will soon take to the seas for Italy from North Africa will increase dramatically. Good weather and calm seas during the summer will also make it easier for traffickers to make the crossings.Charity vessels have resumed patrolling the Mediterranean to try to provide assistance to migrants in difficulty. The Mare Jonio ship of the Italian NGO Mediterranea Saving Humans set sail this week from the Sicilian port of Trapani on its eighth mission.The Mare Jonio’s spokesperson said the vessel was headed to the central Mediterranean to monitor and denounce the violations of human rights that continue to take place. She added that they know they will be encountering war refugees and victims of torture who are left to die at sea.In the latest tragedy at sea, the bodies of more than 60 dead African migrants were recovered this week after their vessel sank after leaving Tunisia and heading to Italy. The United Nations Refugee Agency says that so far this year the number of sea departures from Tunisia to Europe has increased fourfold.

Ukraine Alleges $5M Bribe Over Burisma, No Biden Link
Ukrainian officials on Saturday said they were offered $5 million in bribes to end a probe into energy company Burisma’s founder, but said there was no connection to former board member Hunter Biden, whose father is running for the U.S. presidency.The Ukrainian company was thrust into the global spotlight last year in the impeachment inquiry into whether U.S. President Donald Trump improperly pressured Kyiv into opening a case against former Vice President Joe Biden, his rival in the November election race, and Biden’s son.Artem Sytnyk, head of Ukraine’s national anti-corruption bureau (NABU), said three people had been detained, including one current and former tax official, over the bribe offer.The money was the largest cash bribe ever seized in the country, NABU said. It was put on display during a press briefing, brought by masked men in see-through plastic bags.Founder now abroadBurisma said in a statement it had nothing to do with the matter. It did not respond to a request for comment from the company’s founder, Mykola Zlochevsky, a former ecology minister now living abroad.“Let’s put an end to this once and for all. Biden Jr. and Biden Sr. do not appear in this particular proceeding,” Nazar Kholodnytsky, head of anti-corruption investigations at the prosecution service, told Saturday’s briefing.The bribe related to a case of embezzling state money given to a bank, officials said. Some $5 million was offered to anti-corruption officials and a further $1 million was intended for an official acting as a middleman, Sytnyk said.The suspects were in a hurry to pay the bribe because they wanted to end the case against Zlochevsky in time for his birthday on Sunday, “to close the criminal proceedings and ensure the return of Mr. Zlochevsky to Ukraine,” he said.No evidence of Biden wrongdoing foundThe country’s former prosecutor general told Reuters in June that an audit he commissioned while in office of thousands of old case files had found no evidence of wrongdoing by Hunter Biden while he worked for Burisma.Hunter Biden joined Burisma in 2014, one of several high-profile names to join what the private company said was an attempt to strengthen corporate governance.His role has been attacked as corrupt without evidence by Trump and congressional Republicans in Washington. Poland and U.S. Deny that Fort Trump Proposal is Bogged Down
Some members of Poland’s government on Friday denied a Reuters report saying talks over a U.S.-Polish defense deal known as Fort Trump were crumbling amid disputes over how to fund the deployment of additional U.S troops and where to garrison them.“This is fake news,” Krzysztof Szczerski, a top aide to the Polish president, told public radio on Friday.The U.S. ambassador to Poland, Georgette Mosbacher, reacting on Twitter to the report, said negotiations remained on track.“President Trump @POTUS & @Prezydentpl Duda’s vision for increased US presence in Poland will be even greater than originally outlined. Announcement coming soon.”Mosbacher and the U.S. Embassy in Poland were not immediately available for comment to elaborate on the timing of the announcement and what the new plans would look like.A U.S. State Department spokesperson said in an email to Reuters on Saturday that talks were productive and on track.A spokesperson for Reuters said the company stood behind its reporting which accurately reflected the situation at the time.Reuters was unable on Friday to determine what fresh efforts, if any, had been made since Wednesday’s report to advance the negotiations and resolve major outstanding issues such as funding.A year ago, Polish President Andrzej Duda and U.S. President Donald Trump agreed that an additional 1,000 U.S. troops would be stationed in Poland. Six locations were shortlisted for the troops when Vice President Mike Pence visited Warsaw in September.The Reuters report published on Wednesday cited government officials in Washington and Warsaw saying they still could not agree where the troops should be stationed, and how much of the multibillion-dollar deployment Warsaw should fund.In that story, Polish deputy foreign minister Pawel Jablonski told Reuters complex issues remained to be ironed out. “There’s the question of financing, of the placement, of legal rights, under what principles these soldiers will function here,” he said.“I do think we will come to a final decision, but this will still take some time.”But Poland’s defense minister said the deal was going ahead.“We are currently agreeing the last details and discussions are taking place in a good atmosphere,” Mariusz Blaszczak said in a tweet on Thursday.

France has Millions of Unsold Face Masks after Virus Crisis
The French praised the altruism of their prized textile and luxury goods companies when production facilities got diverted from churning out the latest fashions to making cloth masks designed to protect the general public from the coronavirus.Now, the companies that helped France avoid a feared shortage of virus-filtering face wear for everyday use say they need help unloading a surplus of 20 million masks. They asked the French government for assistance promoting and finding buyers for the unsold output of the industry’s national effort.Hundreds of textile and clothing manufacturers answered the government’s call for millions of masks superior to homemade versions. President Emmanuel Macron last month sported a military-tested model embroidered with the tri-color national flag to advertise the “Made in France” masks.Yet within weeks, demand dried up for the domestically produced masks that sold for a few euros at supermarkets and pharmacies or were available in bulk for free distribution by businesses and local governments. У «Слузі народу» виступили проти скасування ЗНО, потім змінили думку
Народний депутат, заступниця голови фракції «Слуга народу» в Верховній Раді Євгенія Кравчук оприлюднила від імені фракції звернення з приводу можливості скасування зовнішнього незалежного оцінювання, про яку стало відомо напередодні, але невдовзі змінила свій допис у фейсбуці, заявивши, що фракція обговорить свою позицію щодо цього наступного тижня.
У дописі з ілюстративним заголовком «Звернення «Слуги народу» стосовно проведення ЗНО» спершу йдеться про заклик до Кабінету міністрів із вимогою розробити механізм повернення вже сплачених коштів за пробне ЗНО, яке є платним, після того, як Кабмін скасував цього року сесії цього тренувального заходу, призначені було на 15 і 17 червня, через різке зростання числа виявлених випадків COVID-19.
Далі ж у первісній версії допису мовилося: «Крім того, з’явилися тривожні сигнали про можливе повне скасування зовнішнього незалежного оцінювання. Про це пише освітній омбудсмен Сергій Горбачов. Ця інформація офіційно поки не підтверджена, проте ми хочемо наголосити: скасування основної сесії ЗНО є неприпустимим, інакше є ризик повернутися до корупції і хабарництва в університетах. ЗНО – це про рівний і справедливий доступ талановитої молоді до вищої освіти. Це про однакові шанси вступити до найпрестижніших університетів завдяки знанням, а не хабарю за екзамен. Тому ми застерігаємо утриматись від ухвалення такого рішення і забезпечити проведення основної сесії ЗНО у безпечних умовах».
Менш ніж через годину цей текст із закликом не допустити скасування ЗНО з її допису зник, натомість на його місці на цей час написано: «Позицію щодо основного ЗНО будемо обговорювати наступного тижня».
Попереднього дня, 12 червня, освітній омбудсмен Сергій Горбачов повідомив про можливість скасування зовнішнього незалежного оцінювання. За його словами, таку інформацію йому підтвердили його джерела.
«Протягом години я отримав інформацію відразу з трьох незалежних джерел, що у високих владних структурах готуються документи про скасування ЗНО взагалі. Інформація надійшла від людей, яких я давно знаю і яким довіряю, хоча поки що не підтверджена офіційно», – написав він у фейсбуці.
Він додав, що, якщо таке рішення буде ухвалене, воно обмежить доступ молоді до вищої освіти і призведе до «ще більшої «втечі розумних» до закордонних університетів».
«Якщо це не так – дуже очікую на однозначну заяву про недоторканність ЗНО як надійного інструменту, який гарантує рівні права доступу до вищої освіти», – додав омбудсмен.
Він також закликав громадськість підтримати опір скасуванню ЗНО.
Проходження зовнішнього незалежного оцінювання в Україні є обов’язковою умовою для вступу до закладів вищої освіти з 2008 року. Цей механізм значно зменшив рівень корупції, пов’язаної зі вступом до вишів.

Голова МОЗ обіцяє відновлення СЕС за міжнародними стандартами
Міністр охорони здоров’я України Максим Степанов заявляє, що відновлювана санітарно-епідеміологічна служба буде відповідати міжнародним стандартам, і в МОЗ є щодо цього план.
За його словами, які наводить пресова служба міністерства, дієва санітарно-епідеміологічна служба дозволить ефективніше протистояти багатьом хворобам, зокрема COVID-19, другу хвилю якої, як каже міністр, багато науковців прогнозують на цю осінь.
«За останні п’ять років українська санітарно-епідеміологічна служба була розвалена. В нас навіть перестали випускати лікарів-епідеміологів. Нам не вистачає до 40–50% кадрового забезпечення: лікарів-епідеміологів, вірусологів, лаборантів. Ми виправляємо ці помилки прямо під час епідемії: залучаємо спеціалістів, перенавчаємо їх. Ми розробили план відновлення протиепідеміологічної служби, яка відповідатиме актуальним світовим викликам та загрозам. Ми дійсно зробимо ефективну службу, яка відповідатиме європейським і світовим стандартам», – наведено в повідомленні слова Степанова.
Державну санітарно-епідемічну службу в Україні звинувачували в надмірних повноваженнях, у першу чергу контрольно-дозвільних, і в пов’язаній із цим корупції (зокрема, 2016 року на хабарі затримали її керівника, головного санітарного лікаря України Святослава Протаса). 2014 року її в рамках планованого реформування ввели до складу новоствореної Держпродспоживслужби. Її функції перерозподілили між ДПСС, Держпраці і МОЗ, зокрема новоствореним Центром громадського здоров’я МОЗ. 2017 року СЕС узагалі ліквідували як таку, подальше існування якої недоцільне, бо виконання всіх її функцій уже забезпечують інші відомства. Ще однією з причин ліквідації СЕС називали заклики міжнародних партнерів України, які прагнули ліквідувати дублювання функцій, щоб було чітко ясно, який орган відповідає за санітарно-епідеміологічну безпеку.
Після приходу до влади 2019 року партії президента Володимира Зеленського «Слуга народу» в ній стали вимагати відновити СЕС. У зв’язку з цим у МОЗ наразі вже створена посада заступника міністра – головного санітарного лікаря (її обіймає Віктор Ляшко).
Цю ідею різко критикує колишня керівниця МОЗ Уляна Супрун, яка стверджує, що «зараз немає потреби створювати нову організацію чи реінкарнувати СЕС» і що на стрімке поширення COVID-19 «неправильною реакцією… є відновлення застарілої, неефективної, корумпованої інституції, яка вже довела своє вміння займатися нічим іншим, як імітацією роботи».

Paris Marchers Decry Racism, Far Right Rallies in London
Paris riot police fired tear gas Saturday to disperse a largely peaceful but unauthorized protest of police brutality and entrenched racism, as France’s minorities increasingly push back against a national doctrine of colorblindness that has failed to eradicate discrimination.In London, far-right activists and soccer rowdies scuffled with police while trying to “guard” historical monuments that have been targeted recently by anti-racism protesters for their links to slavery and British colonialism.The events in the two European capitals reflected the global emotion unleashed by the death of George Floyd in the United States and the ensuing reckoning with racial injustice and historical wrongs. В ОГП розслідують дії своїх працівників в справі про «хабар від «Бурісми»
В Офісі генерального прокурора України розслідують дії свого працівника чи працівників у справі про нібито пропозицію хабаря від власника і президента газовидобувної компанії «Бурісма», колишнього народного депутата і колишнього міністра екології Миколи Злочевського керівництву Національного антикорупційного бюро і Спеціальної антикорупційної прокуратури за закриття одного з кримінальних проваджень щодо компанії.
Як повідомили в ОГП, його генеральна інспекція розпочала службове розслідування за тим фактом, що працівник чи працівники офісу входили до Єдиного реєстру досудових розслідувань, щоб перевірити й підтвердити інформацію про закриття згаданого провадження, яке було умовою надання хабаря.
«Наразі встановлюється коло причетних до втручання в ЄРДР осіб. У разі підтвердження інформації вирішуватиметься питання щодо відсторонення їх від займаних посад і притягнення до відповідальності», – повідомили в ОГП.
Раніше 13 червня керівники НАБУ Артем Ситник і САП Назар Холодницький повідомили деякі подробиці справи, за їхніми словами, з пропозицією хабаря, з якою до керівництва обох органів звернулися перший заступник начальника головного управління Державної податкової служби і ще дві особи (імена названі не були). За їхніми даними, цими особами були довірені особи Злочевського: одна, можливо, мала чи має стосунок до його компанії «Бурісма», інша – колишній працівник Державної фіскальної служби.
Як заявили Ситник і Холодницький, сума хабаря спершу становила 1 мільйон доларів за передачу провадження іншому відомству, потім її збільшили до 5 мільйонів доларів за повне закриття провадження.
При спробі дати цього хабаря попереднього дня, 12 червня, були вилучені і 5 мільйонів доларів його суми, і ще 1 мільйон доларів знайшли в авті податківця, що був призначений йому як посередникові, всіх трьох затримали.
Як сказав Ситник, це на його пам’яті рекордна сума в історії України.
При цьому Холодницький звернув увагу, що умовою передачі коштів було те, що особи, які пробували ці кошти передати, бажали отримати процесуальне рішення про закриття кримінального провадження, і задля цього було виготовлено за спеціальним протоколом несправжню імітаційну постанову, яку й внесли до ЄРДР: адже, сказав він, ці особи хотіли переконатися в тому, що справа закрита і дані про це є в Реєстрі досудових розслідувань.
«Тому зараз на причетність до цього злочину також перевіряються представники Генеральної прокуратури (ОГП – ред.), які, діючи за домовленістю з затриманими особами, передавали їм інформацію, що так, дійсно, справа по реєстру вже закрита, і постанова, і процесуальне рішення вже відображені по реєстру досудових розслідувань», – сказав він.
І, за його словами, під час слідчих дій хтось із працівників Офісу генерального прокурора справді моніторив Єдиний реєстр досудових розслідувань щодо того, чи дійсно кримінальне провадження закрили.
«Я сподіваюся, що генеральний прокурор, яка вміє оперативно проводити службові розслідування, на цей раз не засекретить їх під грифом ДСК, а проведе і службове розлідування за цим ганебним фактом, і повіомить суспільство про результати цього службового розслідування, чи є там взагалі ознаки дисциплінарного чи іншого складу правопорушення», – зауважив Холодницький.
Ситник також повідомив, що епізод, про який ідеться, ніяк не пов’язаний із діяльністю в раді директорів компанії «Бурісма» Гантера Байдена, сина колишнього віцепрезидента США Джо Байдена, який на президентських виборах у США цієї осені буде змагатися з чинним президентом Дональдом Трампом. Звертання Трампа до президента України Володимира Зеленського щодо необхідності розслідувати діяльність Байденів в Україні стало головною причиною його невдалого імпічменту у США.
«Цей епізод стосується стабілізаційного кредиту, який видавався Національним банком України банківській установі, яка пов’язана з паном Курченком (Сергій Курченко, український олігарх часів президентства Віктора Януковича – ред.) «Реал Банк». Давайте не перетворювати цю справу в темний бік, щоб був політичний підтекст. Ще раз хочу звернути увагу: справа зареєстрована лише 3 червня, сьогодні 13 червня. Пройшло 10 днів. Дійсно, люди дуже поспішали, щоб забезпечити необхідне процесуальне рішення саме до 14 червня», – сказав він. 14 червня Микола Злочевський має день народження.
У компанії «Бурісма», зі свого боку, заявили, що її власник і керівник Микола Злочевський не причетний до справи з пропозицією хабаря, про яку говорять керівники антикорупційних органів.
Попереднього дня, 12 червня, в САП без подробиць повідомляли, що детективи НАБУ задокументували факт надання «колишнім високопосадовцем попередньої влади» хабаря керівництву антикорупційних органів в особливо великому розмірі, що викликало спекуляції про можливу причетність когось із високопосадовців часів президентства Петра Порошенка. Микола Злочевський, про причетність якого заявляють у НАБУ й САП, теж є високопосадовцем однієї з попередніх влад – за президентства Віктора Януковича він був у 2010–2012 роках міністром охорони довкілля і міністром екології, а в 2012–2014 роках заступником секретаря РНБО.

George Floyd’s Death Sparks Calls for UN Debate
A group of African countries has sent a letter to the president of the U.N. Human Rights Council calling for a debate on racially inspired human rights violence when the council meets next week. The request was sparked by the death of African American George Floyd while in police custody in the U.S. In its letter, the African group says the events that have unfolded since the May 25 death of George Floyd have sparked protests globally against the injustice and brutality that people of African descent face daily in many parts of the world.
It says the current racially inspired human rights violations, systemic racism, police brutality and violence against peaceful protest makes a debate airing these festering issues a matter of great urgency.
It says the death of George Floyd is not an isolated issue. The group of African ambassadors that drafted the letter notes many people of African descent have suffered the same fate due to unchecked police brutality. However, the crimes have gone largely unnoticed.
U.N. human rights spokesman Rolando Gomez tells VOA the debate is likely to occur at the council Tuesday or Wednesday, when the U.N. body takes up agenda item 9, which deals with issues of racism and discrimination.
“Structural racism and police violence are issues, which are commonly raised by states and civil society at meetings of the council, as are unlawful killings by police and racial bias in policing,” Gomez said. “And, the aim, of course, is to prevent such abhorrent acts.”
The African group’s letter to the council president notes the uprising in the U.S. is a protest against systemic racism that produces state-sponsored racial violence and impunity for the perpetrators. It adds the protests the world is witnessing are a rejection of the racial inequality and discrimination suffered by black people and other people of color in the United States.
Earlier this week, the U.S. ambassador to the United Nations in Geneva, Andrew Bremberg, issued a statement expressing American horror, anger, and grief at the senseless death of George Floyd.
He said the public reaction following this grave tragedy demonstrated the American peoples’ desire to overcome racial injustice and to achieve a more equal and just society.

Professional Football Resumes in Italy but Still in Empty Stadiums
Professional soccer has resumed in Italy after a three-month stoppage caused by the coronavirus pandemic. Juventus played against AC Milan in Turin in the second leg of the Italian cup semi-final. To the happiness of football fans all over Italy, matches in the country’s top league will resume June 20. However, stadiums remain empty of fans for the time being.When the Italian government took the difficult decision to suspend the football season on March 9 due to COVID-19, it was a sad moment for fans across the country. The indefinite suspension of the national sport was tough for many to digest. The resumption of matches Friday night was a moment of joy, despite the fact the game was nothing to write home about. Playing at the Allianz Stadium in Turin were host Juventus and AC Milan – in a game that would qualify one of the teams for the final of the Italian Cup to be played in Rome Wednesday. The atmosphere was surreal with no one in the stands and quality on both sides after such a long break from the field clearly lacking.Juventus defender Leonardo Bonucci spoke after the game.Bonucci said his emotions are strange, playing in an empty stadium after 90 days of no competition. He said it was difficult at the beginning and AC Milan played well despite only having a 10-man team, but said Juventus managed to reach their objective to play in the final.Italy’s top football division, Serie A, will get underway again on June 20. Before the season can end, there are still 110 regular-season games left to play and 4 make-up games. Italian soccer authorities are hoping and working towards re-opening stadiums in July and allowing at least some fans to watch the games live.But until then, most fans will be watching the games from home because even at sports bars social distancing rules are in place. Some soccer teams have thought up innovative ways to avoid the sadness of having to play in front of empty seats.Lazio, one of the two top-division teams in Rome, launched the idea of fans purchasing cardboard cutouts of their image to be placed in the stands when the team is playing. The proceeds will go to the Red Cross. Other teams will play recorded cheers after a team score. The aim is to maintain a semblance of the enthusiastic atmosphere at Italian football games. Inter Milan has said it will be using lights and graphic effects during their matches.

За даними електропостачальників, станом на ранок суботи, без світла в області 2,5 тисячі людей. Постраждали в основному споживачі в Криничанському і Софіївському районах, а також місто Дніпро і його передмістя – Підгородне.

Зокрема, в Дніпрі, за даними рятувальників ДСНС в області, без світла лишилися 1 700 абонентів.
Наразі аварійні бригади ремонтників працюють в посиленому режимі.
Як повідомили в мерії Дніпра, під час зливи 12 червня в місті випала півторамісячна норма опадів. Як заявив головний інженер комунального підприємства «Міськзеленбуд» Іван Білоус, вітром у місті повалило близько двохсот дерев. Половину з них вже прибрали.
Окрім того, керівник комунального підприємства «Міськсвітло» Микола Січовий поінформував, що станом на суботу в місті зафіксували близько півсотні поривів ліній електропередач і 30 аварій з електрообладнанням.
Усунути основні наслідки негоди обіцяють до вечора суботи. Пошкоджене вуличне освітлення планують відновити упродовж тижня.
Також через негоду в Дніпрі 10 дерев впали на рейки й на контактні дроти електротранспорту. Зараз їх вже прибрали, рух транспорту відновили.
12 червня в Дніпрі під час 15-хвилинної зливи випала півторамісячна норма опадів.

Освітній омбудсмен заявляє про можливість скасування ЗНО
Освітній омбудсмен Сергій Горбачов 12 червня повідомив про можливість скасування зовнішнього незалежного оцінювання. За його словами, таку інформацію йому підтвердили його джерела.
«Протягом години я отримав інформацію відразу з трьох незалежних джерел, що у високих владних структурах готуються документи про скасування ЗНО взагалі. Інформація надійшла від людей, яких я давно знаю і яким довіряю, хоча поки що не підтверджена офіційно», – написав Горбачов на своїй Фейсбук-сторінці.
Він додав, що, якщо таке рішення буде ухвалене, воно обмежить доступ молоді до вищої освіти і призведе до «ще більшої «втечі розумних» до закордонних університетів».
«Якщо це не так – дуже очікую на однозначну заяву про недоторканість ЗНО як надійного інструменту, який гарантує рівні права доступу до вищої освіти», – додав омбудсмен.
Згодом Горбачов нагадав, що ще в квітні народний депутат від «Слуги народу», голова комітету з питань освіти, науки та інновацій Сергій Бабак повідомив про «гарячі голови, які пропонують скасувати ЗНО».

Військовий отримав поранення через обстріли на Донбасі – штаб
Український військовий отримав поранення внаслідок обстрілу 13 червня, повідомляє штаб Операції об’єднаних сил.
За заявою, російські гібридні війська відкрили вогонь в районі населеного пункту села Пищевик в Донецькій області.

«Внаслідок обстрілу один наш захисник отримав кульове поранення. Воїну оперативно надали першу медичну допомогу та евакуювали до лікувального закладу», – повідомляє штаб.
Як зазначають у штабі, військові відкрили вогонь у відповідь.
Вранці командування ООС повідомило про поранення українського військового внаслідок обстрілів 12 червня.
Збройний конфлікт на Донбасі триває від 2014 року після російської окупації Криму. Україна і Захід звинувачують Росію у збройній підтримці бойовиків. Кремль відкидає ці звинувачення і заявляє, що на Донбасі можуть перебувати хіба що російські «добровольці».
За даними ООН, від березня 2014-го до 31 жовтня 2019 року внаслідок збройного конфлікту на Донбасі загинули від 13 000 до 13 200 людей.

Через обстріли в Донбасі один військовий отримав поранення
Протягом доби 12 червня бойовики російських гібридних сил 12 разів порушили режим припинення вогню, повідомляє штаб Операції об’єднаних сил. Внаслідок обстрілів один український військовослужбовець отримав поранення.
«Агресор обстріляв наші позиції із заборонених Мінськими домовленостями мінометів калібрів 120 міліметрів та 82 міліметри, а також, гранатометів різних систем, великокаліберних кулеметів і стрілецької зброї. Застосовуючи штатне озброєння, українські воїни своєчасно реагували на ворожі збройні провокації та прицільним вогнем змушували противника відмовитись від продовження обстрілів», – йдеться в зведенні.
Зокрема обстрілів зазнали позиції українських військових поблизу Широкиного, Водяного, Мар’їнки та Авдіївки.
«В районі відповідальності оперативно-тактичного угруповання «Північ» по опорних пунктах українських воїнів неподалік Луганського противник чотири рази, впродовж доби, відкривав вогонь із мінометів калібру 120 міліметрів і 82 міліметри, гранатометів різних систем та великокаліберних кулеметів. Поруч з населеним пунктом Кримське окупанти застосували міномети 82 калібру, автоматичні станкові гранатомети та стрілецьку зброю», – повідомляє штаб.
Від початку доби з боку російських бойовиків зафіксували три обстріли, ніхто з українських військових не постраждав.

Turkey Arrests Journalist for Revealing State Secrets, Lawyer Says
A Turkish court jailed a prominent opposition journalist from an online news outlet pending trial on accusations that she revealed state secrets in two articles about Ankara’s military involvement in Libya, her lawyer said on Friday.Muyesser Yildiz, the Ankara news editor for the OdaTV online news portal, was detained on Monday and formally arrested on Thursday following her questioning.One article published in December questioned which Turkish commanders met Khalifa Haftar, the commander of the Libyan National Army, which is fighting the internationally recognized Government of National Accord of Prime Minister Fayez al-Serraj, backed by Turkey.The second article, from January, gave details about a military officer who was sent to Libya to oversee Turkey’s involvement there.Yildiz was initially detained on espionage charges but this was later changed to revealing state secrets, lawyer Erhan Tokatli told Reuters.”If the articles threaten the security of this country so much, they should have blocked access to them,” he said.Ismail Dukel, Ankara representative of broadcaster TELE1, who was also detained along with Yildiz and questioned, was released, state-owned Anadolu news agency said. An army sergeant detained with them was also jailed, it said without elaborating.OdaTV, an online news outlet, has been critical of President Tayyip Erdogan’s government. Turkey ranks among the top jailers of journalists across the world.Erol Onderoglu, Turkey representative for Reporters Without Borders (RSF), said such cases damage Turkey’s international reputation and that the detention of journalists aimed to silence criticism.”Turkey, which is one of the biggest jailers of journalists in the world, needs to make peace with criticism, transparency and the values of an open society,” he said.Critics say Erdogan has used a failed 2016 coup as a pretext to clamp down on dissent and strengthen his grip on power, a charge Ankara denies. Turkey Communications Director Blasts Twitter for Removing 7,340 Accounts
Turkey criticized Twitter on Friday for suspending more than 7,000 accounts the social media company said were promoting narratives favorable to Turkish President Tayyip Erdogan and the AK Parti (AKP). The suspended 7,340 accounts were detected earlier this year “employing coordinated inauthentic activity,” Twitter said in a blog post uploaded on Friday. In what the SIO dubbed “The Turkey Operation,” it found batches of fabricated personalities, all created on the same day. The suspended accounts were used for AKP “cheerleading,” to increase domestic support for Turkish intervention in Syria and compromised other Twitter accounts linked to organizations critical of the government, the SIO found.Twitter’s handling of the “Turkey Operation” has come to light as it removed 23,750 accounts posting pro-Beijing narratives, and 1,152 accounts engaging in state-backed political propaganda within Russia.
