Blast Rocks Turkey Fireworks Factory
Turkish state media reports an explosion at a fireworks factory in northwestern part of the country. The Associated Press reports there were between 150 to 200 people in the building at the time of the blast Friday. There were no immediate reports of casualties following the explosion in Sakarya province.Television video footage showed a huge cloud of smoke over the blast site.

Кулеба: Україна добивається санкцій проти Росії за залізничний рух Керченським мостом
Україна виступає за запровадження нових санкцій Євросоюзу проти Росії за запуск залізничного руху мостом через Керченську протоку до анексованого Криму. Про це в інтерв’ю проєкту Радіо Свобода Крим.Реалії заявив міністр закордонних справ України Дмитро Кулеба.
Кулеба пояснив, що міжнародні санкції проти Росії здебільшого стосуються порушень прав людини та мінародного права, до яких Кремль вдається на окупованій території. У таких випадках Міністерство закордонних справ надає закордонним партнерам Києва докази для розгляду питання про санкції.
«Наприклад, в нас є така зараз проблемна тема. Ми виступаємо за те, що мають бути запроваджені додаткові санкції ЄС за запуск залізничного сполучення Керченським мостом між материковою Росією і Кримом окупованим. Але, на жаль, якогось такого жвавого дуже відгуку поки що не маємо. Але ми включаємо це в наш порядок денний. І на всіх рівнях починаємо це питання проштовхувати», – зазначив міністр.
23 грудня залізничний рух мостом між Кримом і сусідньою Росією формально відкрив президент Росії Володимир Путін, який вкотре прибув на окупований український півострів на порушення норм міжнародного права і українського законодавства. Автомобільний рух цим мостом відкрили 2018 року.

Побудова цього мосту стала черговим порушенням Росією суверенітету і територіальної цілісності України, крім того, міст обмежив максимальну висоту суден, здатних пройти під ним в Азовське море. Офіційний Київ засудив цей проєкт.
ЄС і США також засудили спорудження мосту і запровадили санкції проти тих, хто брав участь у його будівництві, зокрема проти бізнесмена Аркадія Ротенберга, близького соратника Володимира Путіна, чия компанія отримала права на будівництво мосту.

Верховна Рада дозволила абітурієнтам з окупованих територій вступати до вишів без ЗНО
Верховна Рада України 3 липня ухвалила за основу і в цілому законопроєкт №3734, який дозволяє абітурієнтам з окупованих областей Донбасу та анексованого Криму вступати до вищих навчальних закладів в межах квот без складання зовнішнього незалежного оцінювання.
Відповідне рішення підтримали 310 народних депутатів, проти висловився один. 13 парламентарів утрималися, 44 не голосували.

Головно проти законопроєкту висловилися представники «Європейської солідарності», які на певний час заблокували трибуну. Народний депутат від фракції Михайло Забродський пояснив позицію своєї політичної сили тим, що документ потребує доопрацювання.
«Про нерівність, яку ми вносимо цим законом, ви всі чули неодноразово. Про небезпеку потенційну, яку несе таке рішення, яке запроваджене цим законом, ми теж чули. Тому я закликаю всіх поділити нашу позицію стосовно того, що закон потребує виваженого доопрацювання. Давайте винайдемо інший механізм, якщо в нас дійсно календарні терміни не дозволяють це зробити», – сказав Забродський перед голосуванням.

Попри його заклик, більшість зміни в законодавстві підтримала.
24 червня президент Володимир Зеленський подав до Верховної Ради законопроєкт, яким пропонує дозволити вступ до всіх вишів «за вступними іспитами в межах установлених квот для вступників, місцем проживання яких є тимчасово окупована територія та територія населених пунктів на лінії зіткнення».

На ліквідацію трьох спеціалізованих судів держава витратила майже 160 млн гривень, але вони і досі існують
На ліквідацію Вищого господарського, Вищого адміністративного та Вищого спеціалізованого суду з розгляду цивільних і кримінальних справ за два роки з державного бюджету витратили 157 мільйонів гривень, але вони і досі існують, а його судді продовжують отримувати заробітну плату. Заплановані витрати і на 2020 рік – майже 73 мільйони. Про це йдеться у розслідуванні «Суддівська корпорація» програми «Схеми: корупція в деталях» (проєкт Радіо Свобода та UA: Перший).
Згідно із законом «Про судоустрій і статус суддів» з середини грудня 2017 року в Україні мали бути ліквідованими вищі спеціалізовані суди – зокрема, Вищий господарський, Вищий адміністративний та Вищий спеціалізований суд з розгляду цивільних і кримінальних справ, а також Верховний суд України. Замість них був створений Верховний суд, у складі якого, в тому числі – касаційні суди відповідної спеціалізації.
«Водночас, вони й досі не ліквідовані, судді у таких судах не здійснюють правосуддя, але продовжують отримувати заробітну плату» – розповідають журналісти.
На запит «Схем» Вищий господарський суд надав кошторис за останні два роки: з держбюджету на його утримання у 2018-2019 роках було витрачено майже 54 мільйони гривень, а на 2020 рік заплановані витрати у понад 18 мільйонів гривень.
На Вищий адміністративний суд витрати з бюджету за 2018-2019 роки склали майже 63 мільйони гривень, а на цей рік заплановано – ще близько 32 мільйонів.
На Вищий спеціалізований суд з розгляду цивільних і кримінальних справ за два роки – майже 41 мільйон гривень, а на 2020 – ще 22,5 мільйона.
Тобто, загалом на утримання трьох ліквідованих судів з бюджету пішло близько 157 мільйонів гривень, а цього року мають витратити ще понад 70 мільйонів гривень.
«Суди не можуть бути ліквідовані, поки судді не переведені або не звільнилися за власним бажанням», – пояснила журналістам голова ліквідаційної комісії Вищого господарського, Вищого адміністративного та Вищого спеціалізованого суду з розгляду цивільних і кримінальних справ Любов Соловйова.
За її словами, нині у Вищому господарському суді продовжують працювати 13 суддів, серед яких, у тому числі, Артур Ємельянов.
«У Громадській раді доброчесності його називали «обличчям судової системи часів Януковича». А «Схеми» в 2017-му розповідали, як його родина обзавелася елітним майном по всьому світу», – йдеться у матеріалі.
У ліквідованих Вищому адміністративному та Вищому спеціалізованому суду України з розгляду цивільних і кримінальних справ – залишилось по вісімнадцять суддів.
Оцінює, набирає, рекомендує до переведення і звільнення суддів спеціалізований орган – Вища кваліфікаційна комісія суддів України. Остаточне рішення ухвалює Вища рада правосуддя.
«Втім перша ланка щодо переведення суддів – Вища кваліфкомісія суддів майже 8 місяців не працює. Конкурс з відбору нового складу цієї комісії мала провести Вища рада правосуддя. Але не провела», – розповідають журналісти.
Раніше «Схеми» також виявили, що у справі судді Окружного адмінсуду Павла Вовка троє членів ВРП не взяли самовідвід, хоча у них – можливий конфлікт інтересів. Журналістів також не пускали на засідання ВРП, що медіаюристи назвали «перешкоджанням професійній діяльності».

На подолання наслідків стихії в західних областях потрібно ще близько 2 млрд грн – Шмигаль
На подолання наслідків стихії в західних областях потрібно ще близько двох мільярдів гривень, повідомив прем’єр Денис Шмигаль у Верховній Раді.
«Ми отримали попередні розрахунки, які говорять, що додатково для подолання наслідків стихії нам потрібно буде ще близько двох мільярдів гривень», – сказав Шмигаль.
За словами прем’єра, Кабінет міністрів виділив 754 мільйони гривень на ліквідацію наслідків негоди в західних областях.
Івано-Франківська область отримала 480 мільйонів гривень, по 30 мільйонів – Закарпатська та Чернівецька області, 10 мільйонів – Львівська область.
Минулого тижня захід України вразили сильні повені. Прем’єр-міністр Денис Шмигаль заявляв, що затоплення в західних областях України, спричинені сильними дощами, перевершують масштаб 2008 року.

У Раді буде година запитань до уряду та продовження розгляду закону про гральний бізнес
У Верховній Раді під час пленарного засідання 3 липня відбудеться година запитань до уряду. Про це свідчить порядок денний, оприлюднений на сайті парламенту.
Депутати спілкуватимуться з міністрами про ситуацію, яка склалася на Прикарпатті, та заходи уряду для ліквідації наслідків повені, про стан використання коштів на подолання пандемії COVID-19 та про практику вирішення кадрових питань, що належать до конституційних повноважень парламенту.
Після цього депутати продовжать розглядати законопроєкт про легалізацію грального бізнесу в Україні.
Ймовірно, ввечері під час позачергового засідання Верховна Рада розгляне відставку Якова Смолія з посади голови Національного банку України.

Бізнес-спільнота зробила спільну заяву через відставку голови НБУ Смолія
Бізнес-спільнота, об’єднана Американською торговельною палатою в Україні, Європейською бізнес асоціацією, Незалежною асоціацією банків України, Спілкою українських підприємців та Форумом провідних міжнародних фінансових установ глибоко занепокоєна відставкою голови Національного банку України Якова Смолія, майбутньою незалежністю НБУ та продовженням співпраці з МВФ. Про це йдеться у спільній заяві бізнес-спільноти.
«НБУ є найбільш надійною установою серед іноземних інституційних інвесторів та бізнес-спільноти. Таким чином, відставка Якова Смолія через політичний тиск посилає бізнесу та інвесторам тривожний сигнал та ставить під сумнів похвальні економічні цілі уряду та зобов’язання президента захищати кожного інвестора в Україні. Деякі інвестори вже призупинили нові інвестиції, оскільки рішення уряду не відповідають його намірам щодо залучення прямих іноземних інвестицій. Більше того, транзакція про розміщення єврооблігацій, яку вчора проводило Міністерство фінансів, на суму 1,75 мільярда доларів США, була сьогодні скасована. Це безпрецедентна подія, яка вплине на можливості України отримати доступ до ринку та ціну, яку вона платить за цей доступ», – йдеться у заяві.
Бізнес-спільнота також вказує на досягнення НБУ під керівництвом Якова Смолія.
«На відміну від попередніх криз, банківська система сьогодні не є тягарем для економіки, а скоріше її рятівником. Помірна інфляція, ефективна політика з плаваючою ставкою та валютною лібералізацією, низький дефіцит поточного рахунку, значні міжнародні резерви та виважена фіскальна політика – це все найкращі міжнародні практики, основи майбутніх інвестицій та неймовірні досягнення НБУ під керівництвом Якова Смолія. Ці досягнення, які важко виборювалися і стримували кризу COVID-19, стали б фундаментом для надходження прямих іноземних інвестицій», – вказують підписанти.
Бізнес-спільнота закликала президента України Володимира Зеленського «ефективно взаємодіяти» з центральним банком, «не здійснювати тиску на команду НБУ та залишити в повному складі виконувати свої функції членів правління НБУ», а на посаду голови НБУ подати кандидатуру «правонаступника з бездоганною репутацією, який збереже незалежність НБУ та продовжить його поточний курс, зокрема монетарну політику, підтримку макроекономічної стабільності та інфляційне таргетування».
Ввечері 1 липня голова Національного банку Яків Смолій написав заяву про звільнення за власним бажанням через «систематичний політичний тиск». В Офісі президента запевнили, що Нацбанк залишатиметься незалежним органом.
Яків Смолій працює на посаді голови НБУ з березня 2018 року. Питання про його відставку має розглянути парламент.

ОПУ: Зеленський провів консультації щодо кандидатури нового голови НБУ
Президент України Володимир Зеленський провів консультації з керівництвом Національного банку України та учасниками фінансового ринку щодо кандидатури нового голови НБУ, повідомила пізно ввечері 2 липня пресслужба Офісу президента.
«Відбулися зустрічі президента із заступниками голови Нацбанку, керівниками державних і приватних банків, а також керівництвом банківських організацій і установ… Володимир Зеленський укотре наголосив на відданості принципу незалежності центрального банку та необхідності збереження його інституційної спроможності», – йдеться в повідомленні.
Зеленський назвав незалежність НБУ «запорукою макроекономічної стабільності».
«Я як президент відстоюватиму незалежність НБУ за будь-якого керівництва як основу фінансової та макроекономічної стабільності нашої держави», – сказав Володимир Зеленський.
Повідомляється, що обговорювалися «можливі кандидатури нового голови НБУ», втім в ОПУ жодного прізвища не назвали.

Rights Activists Say Danes Unaware of Racism in Their Nation
Rights activists on Thursday accused Danish officials of being unable to recognize racism after authorities said the killing of a biracial man by two white men was not racially motivated.
“In Denmark, white people are colorblind. They cannot see that racism exists. That is embarrassing,”said Jette Moeller, head of the Danish chapter of SOS-Racism, an international association.
“Of course, racism exists (in Denmark). We know that. It has been documented for years,” said Mira Chandhok Skadegaard, an assistant professor at Aalborg University in northern Denmark.
A biracial man was killed last month on a Danish Baltic Sea island. The Danish police, prosecutor, a defense lawyer and a white friend of the victim all say a personal relationship that went wrong between the victim and the perpetrators was the reason for the slaying, not racism.
The 28-year-old victim, who had Danish and African roots, was found on the island of Bornholm on June 23. Two white brothers in their 20s whom the victim reportedly knew have been detained until July 22 on suspicion of murder. None have been named by authorities.
Speculation that the killing could be racially motivated began after it emerged that the victim’s death bore some similarities to that of George Floyd, a Black man who died May 25 in Minneapolis after a white police officer pressed a knee into his neck for several minutes even as Floyd pleaded for air. Floyd’s death has sparked protests around the world demanding racial justice and condemning police brutality.
The Danish chapter of Black Lives Matter wrote on Facebook that “two brothers committed a racial murder on Bornholm” and posted a photo of a swastika tattoo, claiming it was on one suspect’s leg.
“Let a judge decide” whether the slaying was racially motivated, Moeller told The Associated Press in an interview. “But it should be investigated as a racially motivated crime. Knowing those who killed him doesn’t rule out it could include some racial elements.”
Activists like Moeller see a pattern of denial in Denmark, which they attribute to rising anti-immigrant attitudes in the Nordic country. She also points out that Denmark’s freedom of expression should not be used to denigrate people, and the miss-use of that right has previously brought the Scandinavian country of 10 million into the crosshairs of Muslims around the world.
“Racism is about the effect it has on other people … One cannot use the liberty of expression as an excuse to taunt others, like Rasmus Paludan does by burning copies of the Quran,” she said.
For months, Paludan, a far-right provocateur, has been touring the country and tossing copies of the Islamic holy book in the air before burning them before immigrants. This has sometimes led to brief confrontations between onlookers and police who have been protecting Paludan.
Last month, Paludan was convicted of racism, among other things, with a court ruling that “his statements were derogatory and degrading toward a population group.” He was given a three-month prison sentence, of which two were suspended, and his licence to practice law was suspended in part for three years. He has appealed the sentence.
In September 2005, the Danish newspaper Jyllands-Posten published 12 cartoons showing the Prophet Muhammad. This caused wide outrage among Muslims, who generally hold that any depiction of Muhammad is blasphemous and prompted often violent protests in Muslim countries. The newspaper — one of Denmark’s largest — said it had wanted to test whether cartoonists would apply self-censorship when asked to portray Muhammad. No Danish laws were violated with the cartoons’ publication.
It was the same daily that in January published a cartoon with the Chinese flag with what resembles viruses instead of the normal stars, sparking China’s anger. In both cases, the Danish right to freedom of speech was invoked.
In 2017, a 16-year-old Afghan boy was set on fire by four schoolmates but race was ruled out as factor. The four teenagers were found guilty of gross violence and the Afghan boy survived with burns on his legs and chest.
A 2018 report by the European Union pointed out that hate crimes in Denmark had quadrupled over 11 years, from 35 reported cases in 2007 to 140 cases in 2016.
In Europe, “Denmark belongs to the tough group,” Moeller told the AP. “I believe that we’re on the right track as we start to discuss it, address it.”
She noted that a racial justice demonstration in Copenhagen on June 7 drew at least 15,000 people.
Chandhok Skadegaard, who has been studying discrimination for decades, said Danes “are far behind when it comes to recognizing racism in our society. Sweden is several steps ahead of Denmark … as is Norway, and Finland and England.”
“People tend to not report discrimination, because they find it is not acknowledged or taken seriously by the authorities,” she said.
In 2016, Denmark made international headlines when a law was passed requiring asylum-seekers to hand over valuables worth more than 10,000 kroner ($1,500), to help cover housing and food costs while their cases were being processed. Although the center-right government behind the move said it was in line with rules for unemployed Danes seeking benefits, critics denounced the law as inhumane.
Still, the law has not been changed under Denmark’s present Social Democratic government.

Another ‘Annus Horribilis’ for British Royals as Legal Woes Mount
The arrest Thursday in the U.S. state of New Hampshire of Ghislaine Maxwell, the British socialite and long-time friend of the late convicted sex offender Jeffrey Epstein, is ringing legal alarm bells thousands of miles away in Buckingham Palace, former royal advisers say. Maxwell, 58, has long been wanted for questioning by the FBI over allegations that she supplied underage girls to Epstein and his closest friends, including Prince Andrew, reputedly the favorite son of Queen Elizabeth. Maxwell has publicly denied procuring girls for Epstein and his circle of intimates. Andrew, also known as the Duke of York, was forced to step down in November from public life over his friendship with Epstein amid allegations that he’d had sex with a 17-year-old girl who had been arranged for him by Maxwell. Через обстріли бойовиків на Донбасі поранений український військовий – штаб ООС
У штабі операції Об’єднаних сил повідомили, що через обстріли підтримуваних Росією бойовиків на Донбасі 2 липня зазнав поранення один український військовослужбовець.
«Поблизу населеного пункту Невельське зі стрілецької зброї було поранено українського військовослужбовця. Воїну оперативно надали першу медичну допомогу та евакуювали до лікувального закладу.Такі злочинні дії ворога не залишилися безкарними. Раніше сьогодні повідомлялося також, що поблизу Луганського бойовики двічі обстріляли українських військових.
Бойовики на своїх ресурсах традиційно звинувачують українських військових в обстрілах окупованих сепаратистами територій.
Збройний конфлікт на Донбасі триває від 2014 року після російської окупації Криму. Україна і Захід звинувачують Росію у збройній підтримці бойовиків. Кремль відкидає ці звинувачення і заявляє, що на Донбасі можуть перебувати хіба що російські «добровольці».
За даними ООН, від березня 2014-го до 31 жовтня 2019 року внаслідок збройного конфлікту на Донбасі загинули від 13 000 до 13 200 людей.

Країни жертв катастрофи літака МАУ об’єдналися для переговорів щодо виплати компенсацій Іраном – МЗС
Міністр закордонних справ України Дмитро Кулеба повідомив, що 2 липня країни міжнародної групи з координації допомоги жертвам збитого в Ірані українського літака, до якої входять Україна, Канада, Афганістан, Велика Британія і Швеція, підписали Меморандум про взаєморозуміння у співробітництві на переговорах щодо виплати компенсацій Іраном.
«Я радий, що учасники групи підтримали нашу ініціативу. Це важливо, бо тепер ми формалізували спільний підхід у міждержавних переговорах щодо притягнення Ірану до відповідальності за збиття літака. Держави будуть виступати єдиним фронтом і допомагати одна одній як група країн, які постраждали. Україна буде голосом цієї групи. Документ визначає нашу державу речником, що означає, що саме Україна від імені групи буде вести перемовини з Іраном… Іран понесе всю відповідальність і заплатить за те, що він зробив. Справедливість восторжествує, скільки б часу це не зайняло», – заявив Дмитро Кулеба.
Повідомляється, що ідея меморандуму належала саме Україні.
Літак Boeing 737-800NG авіакомпанії «Міжнародні авіалінії України» рейсу PS752 з Тегерану до Києва був збитий невдовзі після вильоту з міжнародного аеропорту столиці Ірану вранці 8 січня. Загинули всі 176 людей, які були в літаку, – 167 пасажирів і 9 членів екіпажу. Серед загиблих – громадяни семи країн, у тому числі 11 українців (усі 9 членів екіпажу і 2 пасажирів).
Лише вранці 11 січня після кількох днів заперечень Іран офіційно заявив, що літак помилково збили сили протиповітряної оборони.
Пізніше стало відомо, що Іран надіслав Україні проєкт меморандуму про взаєморозуміння, згідно з яким Київ і родини загиблих мали б погодитися списати причину катастрофи на «людську помилку» і відмовитися від права позиватися до призвідників збиття літака в судах.

Огляди техніки у військових частинах Повітряних сил були санкціоновані, вилучені прилади повернуть – ДБР
У Державному бюро розслідувнь повідомили, що провели санкціоновані дії у кількох військових частинах Повітряних сил Збройних сил України і вилучили прилади військового призначення, які будуть повернуті.
«Слідчі Державного бюро розслідувань у рамках розслідування кримінального провадження, відкритого за матеріалами Головного управління військової контррозвідки СБУ, 1 липня 2020 року провели санкціоновані огляди військової техніки на території кількох військових частин Повітряних сил Збройних сил України. У ході слідчих дій було вилучено 7 приладів НВЧ (клістрони). Того ж дня слідчі ДБР повернули 3 прилади до однієї з військових частин, ще 4 прилади буде повернуто сьогодні», – йдеться в повідомленні.
У відомстві зазначили, що керівництво ДБР ініціювало службове розслідування, під час якого буде надана оцінка правомірності дій працівників бюро.
«Завдяки резонансу, жвавому обговоренню в суспільстві, розумінню керівництва правоохоронних органів, вдалось досягти консенсусу у вирішенні питання повернення вилучених НВЧ приладів (клістронів) до частин зенітних ракетних військ Повітряних сил Збройних сил України», – прокоментувало комендування Повітряних сил.
Командування Повітряних сил Збройних сил України раніше 2 липня повідомило, що напередодні в одній із військових частин у Хмельницькому (А2860) відбулися обшуки із вилученням окремих приладів військового призначення – клістронів та документацію до них. Військові заявили, що в зенітних ракетних бригадах на Одещині (в/ч А2800) та Херсонщині (в/ч А1836) мали місце такі ж «дзеркальні дії». У ЗСУ вказували, що відсутність клістронів може призвести до «небажаних наслідків та суттєво збільшити терміни відновлення бойової техніки, що прикриває повітряний простір та важливі стратегічні об’єкти держави».

Jeffrey Epstein Associate Ghislaine Maxwell Arrested
Ghislaine Maxwell, a British socialite who was accused by many women of helping procure underage sex partners for Jeffrey Epstein, was arrested Thursday in New Hampshire, the FBI said. Maxwell, who lived for years with Epstein and was his frequent travel companion on trips around the world, was taken into custody around 8:30 a.m., said FBI spokesman Marty Feely. An indictment made public Thursday said Maxwell “assisted, facilitated and contributed to Jeffrey Epstein’s abuse of minor girls by, among other things, helping Epstein to recruit, groom, and ultimately abuse ” girls under age 18. Kremlin Lauds Russia’s Constitutional Reform Vote
Russia overwhelmingly embraced changes to the country’s constitution in a weeklong national vote that ended Wednesday and was held during the coronavirus pandemic, scoring a controversial victory for President Vladimir Putin amid complaints of vote rigging and a constitutional coup by Kremlin critics.
Buried among nearly 200 amendments focusing on conservative and patriotic values was a little advertised measure to reset president term limits for Putin — in effect opening the door for the longtime Russian leader to remain in power beyond his current term and until the year 2036.

On the eve of the final day of voting, Putin urged all Russians to let their voices be heard.
“We’re voting for the country in which we want to live,” said Putin in a video address released on the eve of the vote.
“Each of our votes is the most important,” added Putin.
The Russian leader made no mention of the term limit extension, or that the both houses of parliament had already ratified the agreement, making the vote largely a question of optics.
An unusual voteThe vote was part of a carefully choreographed event initially scheduled for April — but was pushed back by Putin amid concerns over rapid spread of the coronavirus in Russia.

The vote was extended for a full week, electronic voting was introduced in Moscow, and government vote monitors were put in place of independent observers, under new rules adopted.
“Our job is to control the vote, and it was absolutely impossible to control,” says Roman Udot of the independent election monitoring organization Golos in an interview with VOA.
“We’ve never had an experience like voting over a week. People were voting in streets, lawns, parks…everywhere.”
Voters were also screened for temperature checks and given masks and gloves and individual pens to mark ballots. The urns were disinfected every few hours.
“It’s perfectly safe,” said Nina Pavlovna, the head of a voting precinct central Moscow in an interview with VOA. “You can see we’re all wearing protective equipment.”

“The only thing he needed was people to turn out, because you can’t perform a play without an audience,” said Navalny in a video released just before the vote ended.
“We will never recognize the result,” added Navalny.
Reality redefined
Despite appearances of an overwhelming victory, observers wondered the Kremlin had in effect achieved a result too glaringly at odds with the sour mood of the country.
Russia is just coming out of a three-month lockdown in the face of the pandemic that saw unemployment soar and Putin’s poll numbers go into a downward trend.
Voting stations were often empty and yet official turnout was high.

“No one had any doubt about their ability to achieve the numbers that they want. The issue is whether people will believe the results. And this is still up for grabs,” said Yudin in an interview with VOA.
“It might be too much. Too much to be credible,” added Yudin.
The dissenters
In central Moscow, several hundred demonstrators gathered on Pushkin Square to express outrage over the prospect of President Putin remaining in office for the next 16 years.
Although scores of police vans lined adjoining streets, no arrests were made.
“I don’t know anyone who voted for the amendment,” said Valentina Meshkova, a brand manager in her 20’s, in an interview with VOA.

“I decided not to participate in this circus,” he added. “But if they’d let me vote for specific amendments instead of all of them at once, I would have.”
In addition to the term limit extension, other high profile conservative amendments included a ban on gay marriage, a measure protecting “historical truth” of Soviet actions in World War II, and outlawing calls to “expropriate” Russian territory.
Other measures were targeted at working families — such as promise to re-index the pension fund and increases in funding for healthcare and education.
Even with the vote now secure, Putin has not indicated his intentions other than to say he is “not ruling out“ a run for the presidency following the end of his current term in 2024.
But observers have long argued Putin’s authority depends on the impression of a mandate — something lost in the rush to push through constitutional changes amid a global pandemic.
“It’s obvious that Putin doesn’t have the support of the majority — that which has protected him over many years and gave him the basis to do what he wants,” opined Boris Vishnevsky, a liberal political with the Yabloko party in Saint Petersburg in his telegram channel.
“And practice shows that when people don’t believe in the authorities, in the end, they stop following them, too,” Vishnevsky said.

Верховний комісар ООН з прав людини розповіла про ситуацію з правами людини в окупованому Криму
Порушення прав людини, включно з тортурами та обмеженням свободи слова продовжуються у анексованому Росією Криму. Про це 2 липня заявила Верховний комісар ООН із прав людини Мішель Бачелет, презентуючи доповідь, що стосувалася Венесуели, Нікараґуа та окупованого українського Криму, повідомляє кореспондент Радіо Свобода. Доповідь охоплює період за другу половину минулого року і станом на травень цього року.
«Порушення прав людини, включно з тортурами та іншими прикладами негідного ставлення з боку правоохоронних органів продовжували мати місце у Криму», – наголосила Бачелет, заявивши, що в усіх випадках при обґрунтованих скаргах до судів чи правоохоронних органі в Криму ніхто з порушників не відповів за законом.
Верховний комісар додала, що стурбована станом зі свободою ЗМІ на півострові.
«Триваюча криміналізація свободи висловлювання в соціальних мережах також викликає стурбованість. На тлі того, як журналісти та працівники медіа і далі стикаються з втручанням у їхню професійну діяльність, кілька громадських організацій постали перед перешкодами в плані організації конференцій, громадських обговорень та інших зустрічей», – сказала Бачелет, зокрема вказавши на перешкоди, які чиняться на півострові кримськотатарським громадським організаціям.
Вона наголосила, що Росія «не спромоглася дотриматись своїх зобов’язань, як окупаційна влада в Криму».
Бачелет також заявила про неправомірність масового перевезення ув’язнених з окупованого Криму на територію Росії, а також піддала критиці армійський призов до російської армії у Криму, що здійснюється «у порушення міжнародного гуманітарного законодавства».
Вона також закликала Україну «зменшити страждання нинішніх та колишніх мешканців Криму, коли вони намагаються скористатись банківськими послугами чи реєструвати народження чи акт смерті в Україні поза межами Криму».
«Мій офіс буде продовжувати моніторинг ситуації з правами людини в Криму і готова до діалогу з Російською Федерація як окупуючою країною, а також з Україною, задля посилення захисту прав людини на півострові і в тих країнах», – зазначала Бачелет під час виступу.
Раніше Україна закликала всі країни-члени ООН засудити проведення Росією голосування щодо поправок до конституції в анексованому нею Криму, а також залучення до цього процесу жителів Донбасу, яким видали російські паспорти.

Україна буде більше знати про ситуацію у Криму завдяки новому статусу в НАТО – Кулеба
Міністр закордонних справ України Дмитро Кулеба вважає, що новий статус України в НАТО дає широкі можливості, зокрема щодо отримання більш конкретної інформації про ситуацію в окупованому Росією Криму. Про це Кулеба розповів у інтерв’ю проєкту Радіо Свобода Крим.Реалії.
«Новий статус надасть членство України в програмі розширених можливостей НАТО. Якраз один з двох ключових елементів – це доступ до нових навчань з союзниками і поглиблена взаємодія між розвідками країн-членів НАТО. Чим більше розвідувальних даних, тим краще», – пояснив міністр.
На питання, що це дає Україні, якщо говорити про окупований півострів, Кулеба відповів: «Може вплинути так, що ми будемо краще поінформовані про ситуацію, яка розгортається в Криму».
12 червня стало відомо, що Україна стала учасницею програми НАТО «Партнерство розширених можливостей». Приєднання до програми не передбачає перспективи членства в альянсі.
Таке приєднання дає Україні можливість забезпечити оперативне планування на ранніх стадіях кризи та розширити діалог в обміні розвідувальними даними. Також програма передбачає участь у спільних навчаннях та можливість для українських військових обіймати посади в Міжнародному військовому штабі НАТО та інших командних структурах альянсу.
Україна вже співпрацює з НАТО в межах Комплексного пакету допомоги, а також виконує Річну національну програму, яка містить набір реформ, що наближують країну до стандартів НАТО.

Голова освітнього комітету ВР каже, що пропонував залишити Мандзій на посаді очільниці МОН
Голова парламентського комітету з питань освіти та науки Сергій Бабак в інтерв’ю Радіо Свобода розповів, що пропонував залишити донедавна т.в.о. міністра освіти та науки Любомиру Мандзій на посаді очільниці міністерства.
«Я пропонував залишити Мандзій на посаді міністра. Просто затвердити її (повноцінним керівником МОН – ред.). Людина, будучи т.в.о., показала свій фаховий рівень і дуже непоганий насправді. І якщо на її каденцію як т.в.о. припав карантин і ми з цим впорались… Гарно чи не дуже гарно? Тут можна шукати завжди помилки, але впорались. Я вважаю, що впорались. Тому я думаю, що людина моглаб займати посаду міністра», – розповів Бабак.
За його словами, у березні він теж був тим, хто пропонував Мандзій на пост т.в.о. міністра освіти та науки. Водночас він зазначив, що серед кандидатів, які розглядались, йому також імпонувала Людмила Паращенко. Загалом, каже Бабак, протягом останніх чотирьох місяців в Міністерство освіти та науки «шукали потужного міністра, який би розумівся на всіх сферах освіти».
Бабак також підтвердив, що президент України Володимир Зеленський і йому неодноразово пропонував це міністерське крісло, однак він відмовився.
«У нас взагалі була попередня перша домовленість проте, що ми спочатку приходимо і робимо фундаменталні зміни в законах, в законодавчих актах. Робимо такий законодавчий фундамент для того, аби потім можна було робити реформи», – пояснив Бабак причину своїх відмов.
25 червня уряд призначив Сергія Шкарлета тимчасовим виконувачем обов’язків міністра освіти і науки України 25 червня. Через кілька годин після цього оголосив про відставку заступник міністра освіти Єгор Стадний.

White House Sending Top Intelligence Officials to Brief Congress on Alleged Russian Bounties
Top U.S. intelligence officials are set to brief key members of Congress about what is known — and what is not known — about an alleged Russian plot to pay militants for attacks on American and coalition forces in Afghanistan.The White House on Wednesday confirmed CIA Director Gina Haspel and National Security Agency Director Paul Nakasone would meet with members of the so-called Gang of Eight on Thursday.The meeting will be the first chance for lawmakers to hear directly from veteran intelligence officials about reports that Russia was offering Taliban-linked militants bounties to target and kill U.S. and allied troops.Until now, briefings on the allegations have been led by Director of National Intelligence John Ratcliffe, a former U.S. representative who was sworn in just over a month ago, along with national security adviser Robert O’Brien and White House Chief of Staff Mark Meadows, both of whom have served in their roles less than a year.The three have repeatedly told lawmakers that information on the alleged Russian bounty program could not be confirmed, defending the decision not to bring the intelligence to the attention of President Donald Trump.”The person who decided early on whether the president should be briefed on this in the Oval, in the Oval intelligence briefing, was a senior career civil servant,” O’Brien told White House reporters earlier on Wednesday. “And she made that decision because she didn’t have confidence in the intelligence that came out.”O’Brien also said the White House was working on potential responses to Russia should additional intelligence lend credibility to the initial reports.”These are important allegations that, if they’re verified, I can guarantee you the president will take strong action” he said. “We’ve been working for several months on options.”But other officials, when pressed, refused to elaborate on what might come next.”I won’t get ahead of the president on action. Voters in Russia have approved a package of constitutional reforms that includes opening the possibility that President Vladimir Putin can remain president until 2036.Opposition officials and independent election observers cast doubts on the legitimacy of the voting, which ended Wednesday, noting among other concerns that turnout seemed artificially high in some areas.“We’ll never recognize this result,” opposition politician Alexei Navalny said.Election officials said the voting was carried out with integrity.The 67-year-old Putin has led Russia either as president or prime minister for more than two decades, and the reforms allow him to run for two more six-year terms after his current term runs out in 2024.With most of the votes counted, election officials said voters had approved the package 78 percent to 21 percent.Putin has said he will decide closer to 2024 as to whether he would run for another term.Also included in the constitutional reforms are protections for pensions and a de facto ban on same-sex marriages.The voting took place over the course of a week so that polling places could minimize crowds due to coronavirus concerns.

Russians overwhelmingly approved a package of constitutional changes in a nationwide vote, partial results showed Wednesday, allowing President Vladimir Putin to potentially extend his two-decade rule until 2036.With 60 percent of ballots counted after the end of six days of voting, 76.9 percent of voters had supported the reforms, the central election commission said.There had been little doubt of voters backing the changes, which Putin announced earlier this year and critics denounced as a maneuver to allow him to stay in the Kremlin for life. Перші уроки онлайн-школи перед випуском ніхто не перевіряв – голова освітнього комітету
Перші уроки Всеукраїнської онлайн-школи перед виходом в ефір ніхто не перевіряв, повідомив в інтерв’ю Радіо Свобода голова парламентського комітету з питань освіти та науки Сергій Бабак.
«Ми запускали за один тиждень Всеукраїнську онлайн-школу. І перші уроки, які виходили в понеділок, вони ще вночі в неділю монтувалися. І їх ніхто не переглядав. Ми не встигали це фізично зробити. Не було ще алгоритму роботи точного», – пояснив він.
При цьому Бабак визнає, що в низці онлайн-уроків, які вийшли в ефір, справді були помилки, і пізніше команда, яка працювала над проєктом, «зробила роботу над помилками».
«Після цього в нас вже експерти були на кожному уроці, які самі оцінювали те, що зараз онлайн відбувається: могли зупинити урок, проговорити якісь спірні моменти, перевірити їх і змінити. З’явився іще другий рівень: у нас була ще команда, яка відслідковувала вже відзняті уроки після монтажу. Вже мали час на це. І тому помилок стало значно менше», – розповів Бабак.
6 квітня в Україні стартувала «Всеукраїнська школа онлайн» для учнів 5-11 класів, а пізніше і для 1-4 класів.
Через низку помилок учителів під час відеоуроків проєкт зазнав критики в соціальних мережах.

Мер Харкова каже, що не був у відпустці 15 років
Міський голова Харкова Геннадій Кернес стверджує, що не був у відпустці 15 років. Про це він заявив в інтерв’ю Радіо Свобода. На запитання журналіста, чи давно він був у відпустці, Кернес відповів ствердно.
«Давно. Років 15. Те що ви розумієте під відпусткою, я не був років 15», – сказав він.
Водночас, за інформацією журналістів програми «Схеми» (проєкт Радіо Свобода та UA:Перший), на початку року Геннадій Кернес провів тиждень на півночі Італії. Для подорожі Кернес винайняв приватний чартер, орієнтовна вартість послуг якого становить близько 30 тисяч євро. Також, за інформацією журналістів, в Італії мер Харкова мешкав у п’ятизірковому готелі Palace Merano, діапазон вартості номерів якого стартує від 300 євро до майже 2 тисяч євро за добу.
